City of Hillsboro is Hiring an Asset Manager - Parks and Recreation Near OR 97124, OR

About This Opportunity:
Join our dynamic, collaborative team at the City of Hillsboro Parks & Recreation Department (HP&R) as an Asset Manager. With responsibility for managing the assets within the approximately 1,600 acres of land, including 35 developed parks, multiple sports complexes, natural areas, trails, and various recreation facilities, you'll play a crucial role in maintaining and enhancing our first-class park system. This new position offers the opportunity to work with a diverse community and contribute to the effective management of thousands of assets with varying needs and replacement cycles.
 
General Statement of Duties:
As an Asset Manager, you'll lead the implementation of the Parks & Recreation Department’s asset management program and contribute to city-wide initiatives outlined in the Asset Management Strategic and Implementation Plan (AMSIP). Your responsibilities will include coordinating asset data collection, collaborating with different departments, and optimizing capital budgets to ensure desired levels of service delivery.
 
Key Responsibilities:
  • Collaboratively develop program standards, goals, and strategies to support the City’s AMSIP and Department’s asset management program.
  • Facilitate workgroups, meetings, and workshops to develop program standards and implement city-wide policies.
  • Work with other departments to mature asset management programs across the City.
  • Support capital project planning and prioritization through condition assessment programs and technical reporting.
  • Administer the computerized maintenance management system (CMMS) to monitor asset condition, performance, and associated costs.
  • Establish standard assessment criteria for department-owned assets and provide technical guidance in asset management principles.
  • Utilize data to make risk-based decisions, optimize operation and maintenance activities, and inform capital project scope development.
  • Ensure required asset data is collected, reviewed, and entered into the GIS database and CMMS.
  • Collaborate with other professionals to stay up to date with emerging technology and techniques.
  • Develop key performance indicators to monitor program success and identify opportunities for improvement.
  • Communicate technical information to broad audiences and provide regular project reporting to management and elected officials.

  • Enhance system integration for improved efficiency.
  • Review and update asset inventory.
  • Standardize asset management across departments.
  • Develop advanced budget forecasts.
  • Construct predictive models for park development costs.
  • Verify and complete inventory of HP&R assets.

Bachelor's degree in a closely related field (engineering, natural science, or geography-related discipline) and 4 years’ experience related to area of assignment including supervisory responsibility; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Preferred Qualifications:
  • 5 years of experience in GIS and asset management software, advantageous.
  • Highly desirable experience with ArcGIS and Cartegraph OMS.
  • Beneficial experience in database reporting or business intelligence software.
  • Proven track record of managing and supporting technology projects.

Licenses/Certifications:
  • Valid State Driver’s License with a safe driving record.
  • GIS certificate or equivalent experience
