City of Green River is Hiring a HR Generalist Near Green River, WY

Under general supervision, performs technical office administrative support work; performs technical duties with a high level of confidentiality and complexity in support of the Human Resources Department; and provides information and assistance to the employees and the public.
  • Reports to the Director of Human Resources.
  • May exercise supervision over non-exempt staff.
The following functions & duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address City needs and changing business practices.
 
Assists employees, job applicants and the general public with a variety of inquiries.
Develops and maintains City personnel files.
Assists with all aspects of employee benefit administration.
Coordinates and conducts training programs for all employees.
Distributes correspondence regarding job postings, benefits and training to all employees.
Administers the pre-employment testing process, as well as conducting HR Orientation for all new hires and rehires.
Assists in personnel recruitment and promotional processes, including advertisements, applications, testing, interviewing, and selection.
Processes employment applications; maintains job opening section of city website.
Assist with the City’s safety program which includes, but is not limited to: annually review the Safety Manual, monitor changes in OSHA regulations, monitor Safety Data Sheet (SDS) binders within the organization and assist Safety Monitors with updates and conduct or coordinate safety training.
Maintain files and gather data necessary for safety and regulatory reporting, including maintaining OSHA safety logs and reports when accidents occur and Worker’s Compensation logs, files; provide summary reports regarding accidents on a monthly basis.
Collect, and compile information from various sources on a variety of specialized topics related to programs and assignments; write reports which present and interpret data.
Compiles data and responds to salary surveys.
Coordinates employee recognition programs and activities.
Process and distribute mail for Human Resources; maintains office supply inventory.
Perform other related job duties as assigned.Knowledge of:
  • Human resources principles and practices.
  • Department and City policies and procedures, and federal, state, and local laws and regulations.
  • Computers and job-related software programs.
Skill to:
  • Operate standard office equipment including computer equipment and software.
  • Type at a speed of 60 words per minute and enter data at a speed necessary for successful job perfor­mance.
  • Plan, organize, and make logical decisions.
  • Professionally communicate orally and in writing, including public speaking and public relations.
  • Operate a motor vehicle safely.
Ability to:
  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
  • Schedule and coordinate projects; set priorities; adapt to changing priorities and frequent interruptions.
  • Maintain a high level of professionalism and confidentiality.
  • Work cooperatively with other departments, City officials, and outside agencies.
  • Respond to requests and inquiries from the general public.
  • Compile and maintain complex and extensive records and prepare routine reports.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Analyze situations carefully and adopt effective courses of action.
  • Independently prepare written and electronic correspondence.
 
MINIMUM QUALIFICATIONS - These qualifications are the minimum that must be met to be considered for the position.
Education & Training:
  • A high school diploma or equivalent is required.
  • As bachelor’s degree from an accredited university in Human Resources or in Business, that includes coursework in Human Resources & Ethics, is required.
Experience:
  • Five (5) years of increasingly responsible work experience in general human resources or a major area of human resources that requires a high degree of confidentiality and ethical decision-making is required.
Certification/License:
  • Possession of, or ability to obtain, an appropriate, valid driver's license is required.
  • Possession of a PHR or SPHR certification is required. Maintaining current PHR or SPHR certification through continuing education is a job requirement.
  • IPMA-CP or IPMA-SCP certification, or the ability to obtain one of the two certifications within the first year of employment, is required. Upon certification, continuing education to maintain it is required.
  • Possession of a SHRM-CP or SHRM-SCP certification, or the ability to obtain one of the two certifications within the first three (3) years of employment, is required. Upon certification, continuing education to maintain it is required.

WORKING CONDITIONS/PHYSICAL DEMAND

Essential functions and duties of the position require the following with or without reasonable accomodations:

Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.; ability to travel to different sites and locations.
