The Role:
The Supervisor, Water Facilities - Water Reclamation plans, organizes and supervises the activities of personnel responsible for the operation and process control of reclamation facilities and sewage lift stations at the City of Glendale's West Area Water Reclamation Facility (WAWRF).

Salary:
  • This position is FLSA Exempt.
  • Effective July 1, 2024 this position this position will be a Grade 412 with an annual salary between $84,571.00 - $126,857.00.*
  • Pending City Council approval.

    Holiday, Vacation, and Sick Leave:
    Regular status position’s offer:
    • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
    • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
    • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

    Retirement:
    • This position participates in the Arizona State Retirement System (ASRS).
    • Contribution is mandatory, and the current contribution rate is 12.29%.

    Essential Functions

    • Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees; making recommendations on employee discipline; and other human resources issues; evaluating and managing employee performance; discussing and identifying personnel issues and facilitating resolutions; promoting positive morale in the work unit; ensuring staff is trained properly for maximum safety and performance; and providing leadership and guidance.
    • Plans, organizes, and supervises the work and schedules of operators, and senior operators in the control of the various wastewater treatment and reuse facilities.
    • Assists with the implementation, evaluation and interpretation of department and city policies, projects, and procedures.
    • Inspects and monitors work to ensure quality, monitor material usage and compliance with applicable rules, regulations and engineering standards.
    • Manages the operation and maintenance of treatment facility, lift stations and aquifer recharge facilities. as well as capital improvement projects.
    • Provides technical expertise in the design, planning, bidding, directing, plant, remote sites, lift stations in large construction and/or maintenance projects.
    • Communicates and coordinates appropriate information about daily activities in support of plant operations to operators, seniors, maintenance, other supervision, engineers and other pertinent staff.
    • Receives, investigates, and responds to public complaints on water pressure, water or wastewater system operations and odors.
    • Prepares and monitors divisional budget.
    • Assists in reviewing plans, choosing engineering firms, and coordinating construction activities for new projects.
    • Performs other related duties as assigned.

    Minimum Qualifications/Special Requirements/Success Factors

    Minimum Qualifications:

    Two years of college course work in engineering, chemistry, water treatment or a related field, and four years of experience in the support or operation of water or wastewater operations, including one year of lead or supervisory experience.

    Knowledge of:
    Laws and regulations governing water/wastewater treatment facilities
    Procedures necessary to operate water/wastewater reclamation facility
    Equipment needed for production of potable water and of the clinical and physical processes involved in water purification
    Computerized treatment process applications and data logging functions
    State of Arizona Aquifer Protection Permit (APP) and reuse permit regulations

    Ability to:

    Plan, organize and supervise the work of others
    Train employees in the fundamentals of water production
    Establish and maintain effective working relationships with employees, other City supervisors and general public
    Read, understand and interpret construction plans and specifications
    Communicate effectively both orally and in writing


    Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.
    Special Requirements:
    • Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.
    • Arizona Department of Environmental Quality (ADEQ) Grade 4 Wastewater Treatment Plant Operator Certificate required at time of application.
    • Valid Arizona driver's license.
    • Work may require some weekend shifts and emergency call out.

    Physical Requirements/Working Conditions

    Physical Requirements:

    Work requires walking, bending, and standing

    Some climbing and confined space entry to inspect operations


    Working Conditions:

    Work is performed in a normal City office and field environment
    Work is in adverse conditions, including extreme hot temperatures, cold temperatures, wind, rain, and high volume of noise
    Occasional exposure to hazardous chemicals used in plant operations.
    Must be able to wear personal protective equipment including, boots, hard hat, and hearing protection
