Description

Plans, organizes, supervises, and evaluates the activities and staff in the streets maintenance and graffiti divisions within the Transportation Department.

Holiday, Vacation, and Sick Leave:
Regular status position’s offer:
  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).
Retirement:
  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12.29%.

Essential Functions

  • Supervises and evaluates work crews in the construction, maintenance, and repair of streets, alleys, parking lots, curbs, gutters, sidewalks, ADA ramps, and graffiti removal.
  • Applies supervisory personnel practices and principles as required; including when and where to delegate tasks. Mentors and coaches staff and provides ample opportunities for staff growth and professional development.
  • Prioritizes, schedules, and assigns work, materials, equipment, and tools to crews.
  • Manages all contracts including verifying and authorizing payment of invoices (via Munis and SharePoint); responsible for the bid process relating to all relevant contracts. Develops scope of work and prepares RFP/RFQ package.
  • Reads blue prints, reviews and approves plans, and prepares job estimates.
  • Prepares work orders, estimates costs and completion dates for all streets and other city projects.
  • Inspects work under progress and upon completion.
  • Orders necessary materials, parts, tools, and equipment and keeps inventory lists.
  • Interprets, explains, and enforces federal, state, city and county laws, rules and regulations including safety rules.
  • Receives, investigates, and resolves complaints and problems via the City online service request platform.
  • Establishes and monitors preventative maintenance programs and pavement management programs for effectiveness. Assists in evaluating street conditions to identify areas for repair (pre-treatment measures) and provides input for final surface treatments for the City Pavement Management Program (PMP).
  • Responsible for learning (and using as needed) the City PMP software database management system.
  • Maintains records of work in progress and upon completion, personnel time, equipment and materials usage.
  • Prepares oral and written technical and statistical reports for the superintendent as needed.
  • Maintains records such as storm drain records, potholes, material management of asphalt tickets, and citizen complaints.
  • Develops and monitors the budget pertaining to the area of responsibility via the Department shared documents platform.
  • May participate in the development of policies and procedures.
  • May participate in the development of capital improvement project budgets.
  • Reviews new equipment and materials for area of responsibility. Brings attention to various innovative measures to area of responsibility.
  • Assists in mechanical repairs of division equipment.
  • Maintains Safety Data Sheets file.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Four years of experience in public works construction, maintenance, and repair work, including one year of crew leader or supervisory experience.

Knowledge of:
Procedures, materials, processes, tools, equipment, safety hazards, regulations, and precautions common to the assigned area of responsibility
Supervisory policies, procedures, and techniques

Ability to:
Plan, organize, and supervise the various activities and staff in area of responsibility
Deal effectively with customers and the public in resolution of complaints and provision of services
Communicate effectively both orally and in writing
Estimate equipment, personnel, and material needs
Maintain records prepare oral and written reports
Operate a computer using database software
Establish and maintain effective working relationships

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements:
Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.
