Description

About Us:
The City of Glendale's Transportation Department works to ensure safe and efficient circulation of vehicular, bicycle and pedestrian traffic, to minimize pollutant air emissions and to promote economic development throughout the City.
The Role:
The Intelligent Transportation Systems Superintendent manages the Traffic Signal and ITS Divisions. Develops, updates and monitors traffic signal timing plans. Implements citywide coordination plans using the centralized traffic signal system software and Intelligent Transportation Systems (ITS) infrastructure. Coordinates dissemination of travel information to the public utilizing dynamic message signs (DMS) and other media. Manages traffic management center (TMC) operations during sporting and non-sporting events in the city’s Sports and Entertainment District.
The ideal candidate for the role will have an Associate Degree in Electronics, Computer Science, Engineering, or a related field and five years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems and/or traffic signal timing, including two years of lead or supervisory experience.

Salary:
This position is a Grade 410 with an annual salary between $76,709.00-$115,064.00

Holiday, Vacation, and Sick Leave:
Regular status position’s offer:
  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:
  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12.29%.

Essential Functions

  • Manages staff in the ITS and Traffic Signal Divisions within the Transportation Systems Management group.
  • Assigns work to staff in the ITS Division. This includes the development of division programs, goals, tasks, assignments, and staff reviews within the ITS Division.
  • May assist the Traffic Signal Supervisor in developing division programs, goals, and assignments.
  • Asset management: Assists Transportation Systems Manager with the management of the ITS and traffic signal and ITS assets. Works with internal staff for the implementation of Lucity to track all traffic signal and ITS assets.
  • Assists the Transportation Systems Manager to develop and or update written policies and procedures for traffic signal and ITS related items.
  • Develops a traffic and ITS maintenance program with the Traffic Signal Supervisor to ensure that staffing and budget are available to maintain the program.
  • Oversees TMC operations during large-scale special events, which includes, but is not limited to, the scheduling of staff, participating in pre-event planning and providing post event reports. Manages and directs TMC operations and staff during sporting and non-sporting events in the city's Sports and Entertainment District.
  • Develops, monitors, updates, and implements traffic signal timing plans and dynamic message sign legends during mega events as determined by real-time traffic monitoring.
  • Plans, organizes and supervises daily operations of the Traffic Management Center, ITS Technicians, and the Traffic Signal Supervisor.
  • Utilizes DMS legends to publicly communicate traffic conditions on a daily basis.
  • Implements citywide traffic signal timing and coordination plans using the centralized traffic signal computer system.
  • Manages and proposes recommendations for improvements to the city's ITS infrastructure, including the City's fiber optic and wireless radio communication network, traffic management center, centralized traffic signal computer system, CCTV cameras, dynamic message signs, and Bluetooth/Wi-Fi readers.
  • Directs and manages the efforts of outside consultants and contractors.
  • Participates in developing the annual ITS budget and administration of expenses; prepares cost estimates for budget recommendations, monitors and controls expenditures.
  • Responds to, and resolves, public inquiries, comments and complaints that are submitted through GlendaleOne.
  • Stays abreast of new engineering trends and innovations in the traffic signal and intelligent transportation systems industry. Directs implementation of new technologies into the existing ITS and traffic signal systems.
  • Represents the City of Glendale on various regional and MAG committees.
  • Prepares and participates in the planning of required upgrades to the Traffic Management Center.
  • Participate and or assists the Transportation Systems Manager on the submittal of applications when grants/funding opportunities become present.
  • Operates city vehicles.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Associate Degree in Electronics, Computer Science, Engineering, or a related field and five years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems and/or traffic signal timing, including two years of lead or supervisory experience.

Knowledge of:
Signal timing and signal optimization.
Signal coordination, including the knowledge and use of computer software including, but not limited to, Synchro, Transoft, etc.
Modern traffic signal systems including local and distributed intelligence, fiber and copper communication systems, traffic data collection equipment, CCTV systems, and motorists dynamic message systems
Operation of Traffic Management Centers/Systems
Principles of leadership, supervision and training
Practices procedures contained in the Uniform Traffic Control Devices and other applicable standards for traffic signals, ITS, and related communications equipment.
Pertinent Federal, State and local laws, codes, regulations and ordinances
Occupational hazards and standard safety practices
The Manual on Uniform Traffic Control Devices

Ability to:
Effectively identify, plan, organize and carry out necessary repairs to the city's ITS systems
Analyze findings and prepare recommendations, present written and oral reports
Communicate effectively both verbally and in writing
Establish and maintain effective working relationships with city employees, contractors, other government agencies, and the general public

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements
Valid Arizona driver's license.
ATSSA Traffic Control Supervisor Certification.
Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.
