This position is responsible for analyzing business requirements and provides functional support for an assigned department. Focuses on specific departmental applications or hardware; develops systems based on detailed specifications and operates as a liaison among business and Innovation & Technology stakeholders to elicit, analyze, communicate, and validate features and requirements for changes to business processes, policies, information, and information systems.
The City of Glendale does not sponsor any employment-based immigrant visas. Applicants must be currently authorized to work in the United States on a full-time basis.

Essential Functions

  • Works as a member of cross-functional teams to help design solutions. Leads requirements gathering, reporting needs assessments, future state design and fit-gap analysis workshops with business stakeholders to determine desired technology and non-technology goals, priorities, and resources.
  • Responsible for software development lifecycle, which may include the following: Develops business requirements for Requests for Proposals; clearly communicates technical specifications and technical deliverables, verbally and in writing, with the development team; creates preliminary outlines used to guide product coding, development, and implementation.
  • Develops traceability matrices from business requirements. Validates the service is “fit for purpose” and requirements are being met.
  • Designs future state by analyzing requirements; developing workflow and constructing workflow charts and diagrams; studying system capabilities.
  • Develops and executes test plans. Provides user testing management for assigned projects. Ensures issues are identified, tracked, reported and resolved in a timely manner.
  • Determines departmental business issues and data challenges, elicits requirements from end-users to develop functional and system design specifications.
  • Creates and maintains a variety of system reports, which may involve complex programming of software, databases, and/or other related systems to support the business needs of the department.
  • Monitors and approves system security, updates and maintains system security records and permissions, and performs security reviews and audits as assigned.
  • Performs problem and/or process identification and definition; analyzes problems and takes corrective action or makes recommendations.
  • Assists in providing technical direction and support, including budget projections, for the assigned functional area in determining current and future software and hardware needs. May prepare and monitor a program budget or provide recommendations for the budget regarding computer equipment and systems for a department.
  • Identifies and researches trends and developments and makes recommendations on software and hardware needs; works with vendors, consultants and staff and assists with the procurement, budget, and evaluation process on software and hardware related purchases for the department.
  • May maintain department inventory of computer hardware/equipment.
  • Assists with software rollouts, hardware replacement, and software installations; assists in prioritization, submission, and implementation of requests for technology service for the assigned functional area.
  • Coordinates, schedules, and performs end-user training of business systems and technologies as necessary to support the department's applications; includes preparation and maintenance of departmental technical procedures, user guides, project documentation, and training materials.
  • Develops, maintains, and updates departmental web content as assigned. Assists departmental web authors as needed.
  • Provides minor computer support and assists department users in the use of equipment and software, network and/or other related technology problems.
  • May assist with grant applications related to information and/or business system technology.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Bachelor's Degree in Information Technology, GIS or Computer Science, Business or related field and three years of related information technology business analyst experience in assigned area supporting financial applications/operations, HRIS, software configurations, process design, process mapping or project planning.
Depending on area of assignment:

  • Experience with implementing enterprise systems (preferred).
  • Experience with Microsoft DevOps (or similar tools) to collaborate with project team (preferred)
  • One or more industry recognized business analyst or relevant certifications (preferred).
    • Certified Business Analysis Professional (CBAP)
    • Certified Foundation Level Business Analysis (CFLBA)
    • Professional in Business Analysis (PBA)
    • Certified Scrum Product Owner (CSPO) and/or Lean Six Sigma Yellow Belt (preferred)
  • A minimum of one industry recognized business analyst or relevant certification may be required within one year of employment.

Create, compose, and edit written materials of system analysis and design considerations in a clear, concise and non-technical manner using proper sentence construction and grammar to meet the specific business needs of the assigned functional area.
Develop and deliver oral presentations.
Troubleshoot and resolve computer hardware, software, and peripheral problems
Comprehend and make inferences from a variety of material furnished in written, oral, diagram or schedule form.
Analyze problems and make recommendations for improvements.
Establish and maintain effective working relationships with employees, municipal officials, service contractors, and the public.
Listen and communicate effectively with a diverse group of people including users, managers, and vendors to address concerns and recommend alternatives.
Manipulate and create data tables to troubleshoot problems or enhance data information.


Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements

Depending on area of assignment, TOC-D Certification is required within 30 days of employment.
