ABOUT GALT

Incorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99. The City is led by five elected council members, the Mayor being appointed.

Enhanced by its mild seasonal climate and numerous parks, Galt features a variety of activities for youth and adults such as t-ball, baseball, football, soccer, swimming and swim lessons, karate, exercise classes and many more choices to meet the needs of the community.
The City of Galt is located in the heart of the Delta Recreation Area in Northern, California. Thirty minutes away are the Sierra Foothills and the Sacramento Delta. Reno, Lake Tahoe, San Francisco and the CA coast are all within a two hour drive making Galt a recreational haven for boat lovers and outdoorsmen alike.

ABOUT THE POSITION

The City of Galt is currently accepting applications for Recreation Worker I

Under general supervision, plans, organizes, coordinates, and provides direction and oversight of concession stands and one or more indoor and/or outdoor recreation activities at a recreation facility, park, or athletic field; implements and evaluates the operations and scheduling of sports leagues for adults and youth; provides general supervision to part-time recreation leaders, sports officials, scorekeepers, and coaches; implements tournaments, leagues, clinics, and tryouts; provides administrative support and program assistance to the Recreation Supervisor; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Recreation Supervisor. Exercises technical and functional supervision to staff, contractors, and volunteers.
CLASS CHARACTERISTICS
This is the journey level class in the recreation services series that provides program coordination, administrative, and/or day-to-day operational responsibilities. Responsibilities may include the organization of various team sports planning and implementing recreational activities in other areas such as outdoor education, cultural, aquatics, life enrichment, athletic classes, special events, and excursions for a wide variety of age groups and special populations. Responsibilities involve year-round coordination of participant registration and team assignment, facility and activity scheduling, confirmation of officials and scorekeepers, and supervision of part-time recreation staff.
This class is distinguished from Recreation Supervisor in that the latter is the full supervisory-level class and has overall program, budgetary, and administrative responsibility for multiple recreation activities and facilities or a comprehensive recreational program.

Example of Duties

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned programs and facilities.
  • Formulates and organizes plans and schedules for seasonal and year-round activities such as City-wide athletic leagues, special events, and day and summer camps.
  • Assists in the recruitment and selection of staff and provides recommendations; provides supervision, training, orientation, and guidance to assigned staff; prepares weekly and daily schedules; provides input and documentation for performance evaluations.
  • Recommends selection, trains, and directs part-time, temporary, seasonal, and volunteer staff; monitors proper completion of assignments.
  • Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
  • Ensures programs are in compliance with applicable City laws and ordinances and City policies and procedures.
  • Updates, plans, and conducts safety training and certification courses which may include CPR, First Aid, , Lifeguard Training, Water Safety Instruction (WSI), Title 22, and other courses for Recreation and City staff.
  • Evaluates sports leagues policies and rules for currency, effectiveness, and feasibility.
  • Coordinates schedules of athletic events with maintenance staff to ensure field preparation and facility set up.
  • Purchases, stores, and monitors the use of supplies and equipment.
  • Maintains contacts and provides necessary coordination of services with neighborhood groups, schools, volunteer, and other community groups.
  • Develops program proposals and recommends fee schedules.
  • Prepares a variety of periodic and special reports related to recreation programs and services.
  • Publicizes recreation activities through a variety of public relations activities and promotional media.
  • Creates marketing material for recreational programs, including developing and preparing brochures, flyers, newsletters, and other material; maintains and updates informational kiosk and websites as needed.
  • Performs a variety of support work on a relief or as-needed basis, such as taking registrations, greeting the public and answering telephones, and officiating when a sport official is absent.
  • Maintains logs, records, and files related to the area of assignment.
  • Performs other duties as assigned.

  • Principles and practices of basic public relations techniques.
  • Modern office practices, methods, and computer equipment and applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques to effectively interact with individuals of various ages, socio-economic, and ethnic groups.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Safe driving rules and practices.
Ability to:
  • Plan, oversee, coordinate, review, and evaluate recreation program operations and activities, as well as staff, contractors, and volunteers.
  • Plan and prepare recreation activity schedules, staffing schedules, reports, and other related program material.
  • Understand the organization and operation of recreation programs and facilities necessary to assume assigned responsibilities.
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
  • Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations.

  • Handling medical emergencies in a calm and effective manner, including providing basic First Aid and/or adult and child CPR.
  • Maintain facilities and equipment in a clean, safe, and secure manner.

  • Operate modern office equipment including computer equipment and software programs.
  • Make accurate business arithmetic and statistical computations; accurately process cash transactions.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Supplemental Information

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to an associate degree with major course work in recreation administration, leisure services, physical education, or a field related (graduation from an accredited four-year college or university preferred) and two years of experience coordinating recreation or group activities.
Licenses and Certifications:
  • Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.
  • Possession of, prior to completion of the probationary period, First Aid and Infant and Adult CPR Certificates.
  • May require possession of a Food Handler Certificate issued by the State of California

PHYSICAL DEMANDS

Must possess mobility to work in a standard office and/or recreational facility setting and use standard office and/or recreation equipment, including a computer; vision to read printed material and a computer screen; and hearing and speech to communicate in person and over the telephone. Must possess the physical stamina to lift and move tables and chairs, arrange facilities for community events and/or meetings. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS
Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. May be required to work a varied schedule of hours, which may include early mornings, evenings, weekends, and holidays at a variety of City facilities.

The City is on a 9/80 work schedule. The City is closed to the public on Fridays.
MEDICAL The City of Galt participates in the CalPERS Health Program. Employees have a wide variety of choices of HMOs and PPOs. Galt Public Service Unit employees receive a set dollar amount for benefits(cafeteria plan) in accordance with the MOU.

CASH IN-LIEU OF GROUP INSURANCE Employees who choose to waive coverage under the City's medical insurance program shall be compensated $200 per month for waiving employee only coverage, $350 per month for waiving employee plus one and $500 per month for waiving employee plus family coverage.
DENTAL City pays the total cost of the premium for employee and dependents.
VISION PLAN City pays the total cost of the premium for employee and dependents.
LIFE INSURANCE City pays the total cost of premiums for $50,000 coverage.

LONG-TERM DISABILITY (LTD) City pays total cost of premium.

SOCIAL SECURITY AND MEDICARE The employee and City both contribute to Social Security/Medicare.
BI-LINGUAL PAY Eligible employees may receive fifty dollars ($50) per month for bilingual skills if meet the criteria and pass an oral and.or written examination.
EMPLOYEE ASSISTANCE PROGRAM Employee Assistance Program (EAP) is administered by Guidance Resources. Confidential, employer-paid benefit program designed to assist employees in solving personal problems and managing everyday issues. Available to employees and immediate family.

TUITION REIMBURSEMENT Up to $4,000 per fiscal year for approved reimbursements.

FLEXIBLE SPENDING ACCOUNT
Covers IRS approved medical and/or approved dependent care expenses to be paid on a pre-tax basis.
  • Medical spending up to $3,050 annually
  • Dependent care up to $5,000 (for single) and $10,500 (married) annually
RETIREMENT SYSTEM (CalPERS)
Classic CalPERS full time employees are covered under the 2 % @ 55 PERS retirement program. The City pays 100% of the employer contribution for this program. Employees contribute 7% towards the employee contribution for this program.
PEPRA CalPERS full time employees (hired after 1/1/13) are covered under the 2% @ 62 retirement program. The employee and the City share in the normal cost. The current employee contribution is 8.25%.

DEFERRED COMPENSATION Voluntary Deferred Compensation Plan through TIAA-CREFF.

HOLIDAYS Fourteen (14) paid holidays per year. Employees will also receive thirteen (13) paid holidays and one (1) floating holiday. Thirteen (13) fixed holidays observed: New Year’s Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.

VACATION CREDIT Employees with 4 years of prior public agency experience at time of hire, may request to accrue at rate of 120 hours.
VACATION CASH OUT Employees are eligible to cash out up to forty (40) hours vacation per year.

SICK LEAVE Employees accumulate eight (8) hours per month.
SICK LEAVE CASH OUT/CALPERS SERVICE CREDIT Employees retiring or separating are eligible for sick leave cash out of 75% of balance, up to a maximum of four hundred eighty (480) hours; upon retirement, remaining sick leave hours may be converted to CalPERS service credit.

CERTIFICATION/EDUCATION INCENTIVE PAY – up to 10% Eligible employees can earn two and one half percent (2.5%) for obtaining qualifying certificates that are specific to their position. An employee may qualify for up to four (4) incentive qualifications available for their particular position. No more than a total of ten percent (10%) may be earned in incentive pay of the employee’s current salary. Details are located in the Galt Public Service MOU, Exhibit B.
LONGEVITY Regular full time employees shall receive 5% at 15 years of service and 7.5% at 20 years of service.
