ABOUT GALT

Incorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99. The City is led by five elected council members, the Mayor being appointed.

The City of Galt is located in the heart of the Delta Recreation Area in Northern, California. Thirty minutes away are the Sierra Foothills and the Sacramento Delta. ABOUT THE POSITION


The City of Galt is accepting applications for
Utilities Maintenance Supervisor.

ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
  • Longevity Pay - beginning at 15 years of service - 5%; 20 years of service 7.5%.
  • Bilingual Pay - $50 per month.
  • Cell Phone Stipend - $75 per month.
  • Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.
BENEFITS:
  • Tuition Reimbursement - Up to $4,000 per fiscal year.
  • Holiday Pay - Fourteen (14) paid holidays: One (1) floating holiday and thirteen (13) fixed holidays observed: New Year’s Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.
  • Vacation Leave - 80 hours per year; after 4 years- 120 hours.
  • Vacation Credit - Those with 4 years of prior public agency experience may request to accrue at rate of 120 hours.
  • Sick Leave - 96 hours per year.
  • Admin Leave - 70 hours for exempt employees (Administrative Analyst II).
  • Heath Insurance - City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.
  • Life Insurance - City paid $50,000 policy and $1,500 policy for dependents.
  • Long Term Disability - City paid policy-benefit is up to 60% of base salary.

Under general direction, plans, schedules, assigns, and reviews the work of operation and maintenance and repair of water and wastewater facilities and systems, equipment, and related structures and facilities in compliance with federal and state requirements; coordinates, monitors, and provides technical input for assigned water operations projects and special programs; may provide assistance to the Utilities Manager; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Utilities Manager. Exercises general supervision over assigned staff and contractors.
CLASS CHARACTERISTICS
This is the full supervisory-level class in the utilities maintenance series. Responsibilities include planning, organizing, supervising, reviewing, training, and evaluating the work of maintenance staff for water and wastewater facilties. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. In addition, the incumbent may assist with day-to-day operational duties.
This class is distinguished from the Utilities Manager in that the latter has overall management responsibility over all Utilities functions.

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
  • Plans, coordinates, schedules, assigns, supervises, and reviews the work of staff engaged in the operation and maintenance of wastewater and water facilities and equipment.
  • Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion; and trains or coordinates training and safety methods, procedures, and techniques.
  • Prepares accurate records, reference guides, and reports including work schedules, preventative maintenance schedules, work performed, and materials and equipment used.
  • Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
  • Provides input into the budget for the unit; monitors the budget on a regular basis.
  • Determines and recommends equipment, materials, schedules, and staffing needs for assigned projects and programs; prepares detailed cost estimates with appropriate justifications, as required; reviews needs with appropriate management staff; allocates resources accordingly.
  • Inspects and evaluates work in progress and completed work; identifies problem areas and directs corrective action; works with staff to ensure that plant meets regulatory requirements.
  • Oversees safety programs and training for the assigned functional areas and work groups; assists in action planning for safety programs; implements and monitors risk management plans regarding hazardous materials; responds to workers' compensation issues.
  • Responds to questions and complaints from the public and ensures satisfactory resolution.
  • Oversees the maintenance, repair, and fabrication related to electrical, instrumentation, and mechanical needs of Utilities.
  • Performs safety inspections on all water and wastewater equipment, including rolling stock.
  • Troubleshoots and diagnoses problems with industrial type mechanical, electrical, and hydraulic and pneumatic equipment; performs a variety of electrical tests.
  • Reviews and monitors contractors providing services for electrical, instrumentation, or mechanical work.
  • Monitors changes in regulatory agency laws and regulations; evaluates their impact upon City activities; recommends and implements policy and procedure changes as required.
  • Prepares periodic and special reports as required, including those mandated for submission to the California State Department of Health.
  • Responds to emergency situations as necessary.
  • Performs related duties as assigned.

Typical Qualifications

QUALIFICATIONS
Knowledge of:
  • Principles and practices of employee supervision, including planning and assigning work, performance review and evaluation, discipline, and the training of staff in work procedures.
  • Advanced principles, procedures, methods, equipment, materials, and tools used in the electrical, hydraulic, and mechanical repair of minor and major equipment systems, including engines, pumps, motors, generators, and pressure regulatory devices.
  • Advanced maintenance methods of pumps, motors, piping, and control systems found in water and wastewater treatment plants and related facilities; mechanical, electrical, and hydraulic principles; water and wastewater treatment plant equipment operation.
  • Advanced mechanics of water, wastewater, and storm systems and pumps; hydraulic units; collection units; SCADA transmitting devices; air compressors; emergency generators; and other related equipment.
  • Principles of electricity, operation, and control of electrical motors and related equipment.
  • Applicable regulatory relevant to assigned area of responsibility.
  • Safety equipment and practices and procedures related to the work, including the handling of hazardous chemicals, Lock-Out-Tag-Out, and confined space entry.
  • Methods of estimating time, labor, materials, and equipment necessary to perform assigned work.
  • Principles and practices of contract administration and evaluation.
  • Basic principles and practices of municipal budget preparation and administration.
  • Modern office practices, methods, and computer equipment and applications.

Ability to:

Supplemental Information

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from high school and six (6) years of experience in the operation and maintenance of electrical pumps, motors, piping, hydraulic or pneumatic systems, or other mechanical/process equipment, including one (1) year of lead or supervisory experience.
Possession of an associate degree in a related field is desirable.
Licenses and Certifications:
  • Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.
  • Possession of within the time frame determined by the City, a Mechanical Technologist Grade II Certificate from the California Water Environmental Association.
  • Possession of Grade I Water or Wastewater certificate is desirable.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in and around water utilities systems and related facilities; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces, around machines, to climb and descend ladders, to operate varied hand and power tools and equipment, and to operate a motor vehicle and visit various City and meeting sites; vision to read printed materials and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person and over the telephone or radio. The job involves frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work in and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.
EVIRONMENTAL ELEMENTS
Employees partly work in an office environment and partly work in and around public works utilities and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. Must be available for shift work, standby assignments, including holidays and weekends, and respond to emergency overtime as required. May be exposed to inclement weather conditions, fumes, odors, dust, and potentially toxic chemicals and conditions.

The City is on a 9/80 work schedule. The City is closed to the public on Fridays. *Please note that this does not include the Police Department.
MEDICAL The City of Galt participates in the CalPERS Health Program. Employees have a wide variety of choices of HMOs and PPOs. Employees of this group receive a set dollar amount for benefits(cafeteria plan) in accordance with the Galt Personnel Manual.

CASH IN-LIEU OF GROUP INSURANCE Employees who choose to waive coverage under the City's medical insurance program shall be compensated $200 per month for waiving employee only coverage, $350 per month for waiving employee plus one and $500 per month for waiving employee plus family coverage.
DENTAL City pays the total cost of the premium for employee and dependents.

VISION PLAN City pays the total cost of the premium for employee and dependents.

LIFE INSURANCE City pays the total cost of premium for $50,000 coverage for employee and $1,500 for dependents.

LONG-TERM DISABILITY (LTD) City pays total cost of premium.
BI-LINGUAL PAY Eligible employees may receive fifty dollars ($50) per month for bilingual skills if meet the criteria and pass an oral and.or written examination.

RETIREMENT SYSTEM (CalPERS)
Miscellaneous Employees
Classic CalPERS full time miscellaneous employees are covered under the 2 % @ 55 PERS retirement program, single highest year final compensation. The City pays 100% of the employer contribution for this program. Employees contribute 7% towards the employee contribution for this program.

PEPRA CalPERS full time miscellaneous employees (hired after 1/1/13) are covered under the 2% @ 62 retirement program. The employee and the City share in the normal cost. The current employee contribution is 8.25%.
The employee and City both contribute to Social Security/Medicare.
DEFERRED COMPENSATION Voluntary Deferred Compensation Plan through TIAA-CREFF.
HOLIDAYS Fourteen (14) paid holidays per year. Employees will also receive thirteen (13) paid holidays and one (1) floating holiday. LONGEVITY Regular full time employees who have been employed by the City for 15 years, shall be paid five percent (5%) above their regular base pay. Regular full time employees who have been employed with the City for twenty (20) years, shall be paid seven and one half percent (7.5%) above their regular base pay.
