TITLE: Right-of-Way Maintenance Supervisor

DEPARTMENT: Electric, City of Franklin

JOB SUMMARY: This position supervises and participates in the maintenance of department rights-of-way.

MAJOR DUTIES:

  • Cleans tree limbs from high voltage power lines.
  • Climbs trees using various, hooks, ropes, and ladders.
  • Trims limbs from trees to eliminate hazards and to preserve the health and appearance of the tree.
  • Removes dead, broken, misshapen, and undesired branches; tops trees using a variety of tools.
  • Operates an aerial bucket to trim, prune, or dismember trees for falling.
  • Maintains tools and equipment.
  • Trims and removes protruding tree roots.
  • Supervises the work of personnel.
  • Flags traffic at work sites.
  • Operates tractor and bush hog to cut rights-of-way.
  • Operates a backhoe.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of tree trimming methods.
  • Knowledge of tree surgery techniques and of the composition and use of common insecticides, fungicides, and fertilizers.
  • Knowledge of the hazards and safety precautions of the work.
  • Skill in assigning and supervising the work of others.
  • Skill in the use and care of assigned tools.
  • Skill in climbing trees and working at considerable heights.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The Line Technician Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES: Guidelines include the APPA safety manual, department procedures, and OSHA regulations. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of related supervisory and maintenance duties. The need to work at high elevations contributes to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to supervise and participate in the maintenance of department rights-of-way. Successful performance in this position contributes to the efficient delivery of electric utilities to customers.

PERSONAL CONTACTS: Contacts are typically with other city personnel, home owners, contractors, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, motivate personnel, and provide services.

PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts heavy objects, climbs ladders and trees, and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT: The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, machinery with moving parts, and occasional cold or inclement weather. The employee must climb trees and perform work at high elevations. The work requires the use of protective devices such as masks, goggles, or gloves.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has supervisory responsibility over Right-of-Way Maintenance Technician (1).

MINIMUM QUALIFICATIONS:

  • Ability to read, writes, and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Virginia for the type of vehicle or equipment operated.
