Job Description:

SUMMARY

Working under the direction of the Superintendent of the Water Pollution Control Plant, the incumbent plans, organizes, staffs, directs, coordinates and budgets for Plant Operations including remote facilities, Capital Improvement Programs, and special projects. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with City and department policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assists with managing other departments and Plant functions as needed;
  • Manages and coordinates Plant modernization, process automation studies, and capital improvements;
  • Prepares Plant operation reports as required by IDEM and EPA;
  • Establishes and maintains effective working relationships with contractors, Civil City, City Utilities employees, government officials, and general public;
  • Prepares and manages capital Budget and O/M in regards to Operations and Laboratory;
  • Compiles monthly IDEM reports as required for the main Plant and three remote facilities;
  • Assumes all areas of Plant operation responsibility in absence of Superintendent;
  • Controls and maintains large diameter sewer interceptor levels and flow rates for optimum capacity and Plant performance;
  • Directs and works with Pretreatment FOG Program.
  • Maintains the preliminary sewage treatment process which includes the optimization of the screening operations for debris removal, washing, compacting and proper landfill disposal;
  • Oversees the grit removal systems for optimal grit vortex performance including grit concentrations, washing, dewatering, and final landfill disposal;
  • Maintains the phosphorus removal system. This includes determination of proper chemical dose and application rates to meet the EPA and NPDES requirements;
  • Maintains the ferric chloride bulk acid storage facility. This includes the budgeting, ordering, safe storage and handling of the acid for permit required phosphorous removal;
  • Maintains the primary treatment process. Determines proper sludge removal rates, blanket levels, and controls for system optimization;
  • Oversees the biological treatment process for nitrification of ammonia. This would include setting and managing the proper dissolved oxygen levels, return activated sludge rates, and wasting rates. Ammonia removal rates must meet the NPDES requirements mandated by the EPA;
  • Manages the pressure and flow settings and operation and aeration blower systems for optimum performance and efficiency;
  • Manages the disinfection system for the destruction and minimization of Escherichia coli (E. Coli) bacterium. This would include the budgeting, weekly ordering, setting proper application rates, and monitoring;
  • Manages the dechlorination system for the Plant effluent before discharge into receiving stream. This would include set up of application rate for sodium bi-sulfite also monitoring and testing, chlorine residual values must meet the NPDES requirements mandated by the EPA;
  • Maintains the Laboratory waste water process and field testing, results, procedures, and schedules. This would include all of the data compiling, validation, archiving, and reporting. All tests must meet EPA requirements;
  • Achieves and maintains all the requirements under the Clean Water Act (CWA) Section 308 for NPDES reporting Laboratory;
  • Directs, manages, schedules and staffs the continuous (24 hour) operations of the Plant and its related facilities;
  • Manages Plant operations to assure proper adjustment of Plant processes, coordinates required sampling operations to assure proper balance of treatment steps and meeting effluent requirements, ensures the proper conduct of laboratory test performed by staff;
  • Coordinates the organization, staffing, and operational activities for the Plant including assisting in critical decisions regarding operational changes, process controls, maintenance priorities, scheduling, and compliance with numerous regulations of multiple federal, state and local agencies;
  • Selects, trains, motivates and evaluates assigned personnel, provides or coordinates staff training, works with employees to correct deficiencies, implements discipline and termination procedures;
  • Serves as team member on construction project teams involving construction management companies, designers and contractors, coordinates Plant operational needs with construction work efforts, follows City guidelines and directive to achieve goal of successful completion of construction projects.

PERFORMANCE EXPECTATIONS

The incumbent is responsible to manage their performance in accordance with this job description and the performance expectations provided to them by management. SUPERVISORY RESPONSIBILITIES

Directly supervises employees in the Plant Operations/Laboratory Fats, Oils, Grease (FOG) Pretreatment Program- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. S.) in environmental science, engineering or management from a four-year college or university; or 8 years related experience in a treatment or industrial facility.

Broad knowledge of treatment facility principles and practices applying advanced theories, methodology and new developments a plus. Experienced in 5 Why, Lean Mfg, 5s, Kaizen, TPM, and team concepts a plus.

OTHER SKILLS, KNOWLEDGE AND/OR ABILITIES

  • Knowledge of Microsoft Office software including Word and Excel;
  • Experience in creating reports and spreadsheets;
  • Knowledge of GPS technology;
  • If deemed necessary, must have the ability to qualify medically and physically to wear respiratory protection equipment;
  • Ability to pass post-offer physical.

LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Indiana Drivers License;
  • Class IV Wastewater Treatment Plant Operator Certification within six (6) years of hire;
  • Must take a ten (10) hour OSHA training course in General Industry (1910) and Construction (1926) within 1-year of obtaining position;
  • Must obtain certification in adult CPR/First Aid within one (1) year of holding position. Also must keep certification current;
  • If deemed necessary, must have the ability to qualify medically and physically to wear respiratory protection equipment.
