Since 1879, Fort Collins has been the home of the state’s land grant institution, Colorado State University, which currently enrolls 34,000 students. Along with the university, the city’s major high-tech and manufacturing companies and breweries attract new residents from all over the country and world. The community’s overall social diversity continues to grow.

There are abundant outdoor recreation opportunities available to the many residents who enjoy healthy lifestyles. The nearby Horsetooth Reservoir is a key attraction, as is the Cache La Poudre-North Park Scenic Byway. Job Summary

The City of Fort Collins is looking for a Social Sustainability Specialist to join our Sustainability team! This is a part time contractual position with the City (30 hours per week) with an anticipated hiring salary range of $45,000 - $50,000 annually. The Specialist, Social Sustainability position is an important role on this team and will work closely with federal funding and grant recipients. The Specialist, Social Sustainability will perform work related to planning, administering and monitoring policies, programs, actions and responsibilities in delivering funding from the Department of Housing and Urban Development (HUD) across the community. Primary focus will be on projects that provide emergency sheltering and support housing stability. This opportunity is ideal for a candidate with 2-4 years of related experience or equivalent combination of education and experience. We are looking for someone with a passion for non-profit efforts and helping others to bring their skills in attention to detail and contract management to the City!


Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Supports development and submission of the HUD 5 Year Consolidated Plan, Assessment of Fair Housing, Annual Action Plan, annual Consolidated Annual Performance Report (CAPER) and the Citizen Participation Plan in accordance with the U.S. Department of Housing and Urban Development (HUD) requirements.
  • Develops, administers and monitors contracts for CDBG funded Public Service and housing activities.
  • Reviews invoices, authorizes expenditures and oversees submission of quarterly performance and beneficiary reports for public service activities.
  • Monitors, interprets and enforces City and funding recipient compliance with Federal, State and local regulations relating to the use of CDBG monies.
  • Coordinates the required review and approval process for allocation of Federal grant funds by City staff, the general public, boards and commissions members and City Council.
  • Facilitates a high-level resource development process, including research, interpretation of and compilation of data from multiple sources, including census data, for use in the various HUD planning documents and reports
  • Provides information and technical assistance to other governmental agencies, the media, human service providers, boards and commissions members, City Council, other city departments and the general public.
  • Represents the city and coordinates with various local, regional and state task forces, committees or other functions relating to the CDBG and HOME programs, community human services activities, or affordable housing

Required Education

MINIMUM/PREFERRED
EDUCATION LEVEL
Minimum

College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees.

Preferred: Bachelors degree in Planning, Housing, Social Services, Public Administration from an accredited college or university; minimum of two to four years of related experience; or equivalent combination and experience.
