Job Summary

The Environmental Sustainability Lead Specialist position provides a crucial role in the Waste Reduction and Recycling Team within the Environmental Services Department by supporting the community’s triple bottom line values and adopted Zero Waste goals. Lead specialists are tasked with policy development, program management, implementation, and community engagement, all with a baseline commitment to equity leading with race in process and outcome. This position’s primary focus is leading the implementation of the City’s Contracted Residential Waste Collection Program (i.e. a contract between one waste hauler and the City to collect all residential waste and recycling within city limits)through managing the contract and administering the program, including supervising program staff. While contracted services are set to begin on September 30, 2024, this position will lead the City through the transition to the contracted service through management of the project including, communication and activities with the chosen hauler, ensuring continuity and high levels of customer service, communicating progress to elected officials, preparing and managing project budgets, overseeing internal communications and outreach to the community, and coordinating with compliance staff.


Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Develops plans and policies regarding environmental sustainability and collaborates with other staff and consultants regarding issues.
  • Develops and manages complex projects.
  • Supports the development and implementation of equitable public outreach and engagement.
  • Prepares Council agenda materials; participates in City Council meetings regarding resolutions, ordinances, and programs.
  • Conducts processes and creates outcomes centered in equity, leading with race.
  • Collaborates with internal and external stakeholders.
  • Prepares data and annual reports and may conducts periodic public surveys.
  • Responds to community member, employee, and City Council inquiries, complaints and service requests.
  • Responsible for preparing and managing portions of the program budget.
  • Pursues and manages grants.
  • Manages the contract for the Residential Waste Collection program and administration of the program including any administrative activities
  • Collaborates on developing a compliance plan for the City’s program including enforcement activities.
  • Responsible for engaging in contract negotiations when the current 5-year contract for residential waste collection is up for renewal
  • May serve on task forces and may serve as team leader on interdepartmental and interagency teams related to environmental sustainability.
  • Supports the City of Fort Collins’ Triple Bottom Line decision-making, performance excellence and integrated systems thinking.
  • May hire and direct the work of classified and temporary employees.
  • Conducts best practice research and maintains peer relationships in other communities.

Required Education

MINIMUM/PREFERRED
EDUCATION LEVEL
Minimum
College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees.
Preferred
Master's Degree
