The expansion included the sugar beet industry's growth, which brought new residents whose descendants still live here today, including Mexican-American families from southern Colorado, New Mexico, and northern Mexico, as well as Germans from Russia. Since 1879, Fort Collins has been the home of the state’s land grant institution, Colorado State University, which currently enrolls 34,000 students. Along with the university, the city’s major high-tech and manufacturing companies and breweries attract new residents from all over the country and world. The community’s overall social diversity continues to grow.

There are abundant outdoor recreation opportunities available to the many residents who enjoy healthy lifestyles. The nearby Horsetooth Reservoir is a key attraction, as is the Cache La Poudre-North Park Scenic Byway. SUMMARY: This position will report to the Senior City Planner for Neighborhoods. The scope of work for the position includes assistance with development and implementation of programs within mobile home parks (“MHP”) to improve livability through enhanced engagement, code compliance, and a demonstration of comprehensive home energy upgrades.
This position will:
o Work extensively with historically underserved and/or marginalized communities
o Use public participation methods to document MHP community members’ needs and existing capacity of local trade allies and staff to meet those needs
o Participate in internal stakeholder group discussions, including the Mobile Home Park Residents’ Rights Team, and develop MHP community engagement plans to build community relationships and achieve outcomes identified within City strategic plans.
o Leverage internal relationships and City tools, including the 'Get Foco” resource, to promote services to income-qualified residents and identify ways to remove barriers to this program for MHP residents.
o Characterize existing MHP building stock and infrastructure, including usage of electricity, gas, other fuels.
o Determine feasibility of conducting building upgrades within MHP communities.
o Coordinate MHP community clean-ups and resource fairs.
o Set up a local MHP registration system and assist with implementation
o Organize MHP manager certification/training courses and assist with content development
o Develop annual inspection criteria, participants, & schedules; manage mock park inspections and “Meet your Code Officers” neighborhood walks/educational tours for residents
Duties vary on a daily basis. The candidate will work with City staff in various departments to achieve the goals and will have the opportunity to engage with Fort Collins’ residents. The position requires work outside of regular office hours, including some evenings and weekends.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties and responsibilities are the primary functions of this position but are not intended to be all inclusive.
  • Develops and implements programs to educate community members and internal/external stakeholders about City strategies, resources, policies, and procedures.
  • Provides outreach to diverse audiences.
  • Provides customer support for outward facing programs. Work with community members and internal stakeholders to define neighborhood livability issues, identify solutions, and create pathways to implementation.
  • Contributes to project planning and management, helps manage projects, scheduling, budget development and tracking, task tracking, contract administration, project documentation, and develops and monitors metrics.
  • Writes reports that summarize findings, describe data collection techniques, and recommend implementation options for management/supervisory approval.
  • Researches and resolves complex disputes and operational problems based on stakeholder engagement techniques.
  • May coordinate volunteers including recruitment, project supervision, and logistics.
  • Coordinates, administers, and assists with MHP projects and programs, including scheduling meetings, taking notes, meeting event setup/takedown, and following through with key action steps.
  • Participates in program design, community engagement, development of public information, and marketing for projects or programs.
  • Evaluates existing community-based organization relationships and collaboration and assist with capacity-building and resourcing.
  • Works across multiple City departments to assess MHP engagement methods and develops strategies to prioritize and repair relationships with MHP residents, property managers, and owners.

SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.

  • Experience successfully navigating conflict

  • Ability to manage projects and balance multiple projects and deadlines in a fast-paced environment.
  • Demonstrated proficiency with public relations, community involvement and facilitation strategies. Ability to communicate and interact in diverse situations.

  • Ability to appropriately manage confidential or sensitive information.
  • Ability to relate effectively with people from a variety of backgrounds.

EDUCATION and EXPERIENCE:
High school graduation or general education degree (GED), college-level or technical school course work in related area, higher education preferred; plus a minimum of three years of related job experience performing project coordination and administration or community engagement, preferably in a team environment. Preferred knowledge of neighborhood, conservation, and/or community programs.

LANGUAGE SKILLS:
Ability to read, analyze, and interpret policies and procedures, safety and technical procedures, or governmental regulations. Spanish language ability preferred. Ability to write reports, business correspondence, and procedure manuals in a concise, clear, and impactful manner. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. REASONING ABILITY: Ability to solve practical problems. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to read and analyze information from a variety of sources, and craft that information into communications appropriate for various audiences. Mental alertness, ability to multi-task, and meet fixed deadlines while balancing other multiple projects with varying deadlines.
