Telecommunications Specialist

Purpose

The purpose of this classification, under limited supervision, for Citywide Telecommunications is to research, design, plan, organize, manage, configure, operate, and control the implementation and maintenance of software, computer hardware, and telecommunications systems.
Employees in this classification primarily perform administrative and technical work. The position is responsible for reviewing and procuring hardware, software, and support services, including invoice reconciliation and payment.
Incumbent manages processes and relationships for successful completion of projects and tasks. Employee must demonstrate effective communication skills, establishes, and maintains working relationships with customers, co-workers, and vendors. Employee provides technical support and training to users and staff. Employee participates in strategic planning, budgeting, accounting, and contract management.
Work is performed under supervision of the Chief Information Officer, Telecommunications Manager, or delegate, and is reviewed for technical accuracy and professional standards through conversation and observation of results achieved. Performs other related duties as required.


Minimum Qualifications

Education, Training and Experience
  • Associate’s degree from an accredited college or university in Computer Science, Computer Networking, Information Systems, or related field; supplemented by a minimum of three (3) years of experience working in telephony and computer network and software systems administration, technical project management, formulating systems specifications, and interfacing with third party providers and consultants. Strong business skills, including effective written communications, required. Must possess and maintain a valid state of Florida Drivers’ License. The preferred candidate will possess VMS Camera System certification, VoIP Certification, and experience with Low Voltage premise wiring.

    ESSENTIAL FUNCTIONS

    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
    Serve as additional tier of support for Help desk Confers with Network and Systems Analyst Configure LAN appliances
    Focus on life safety as it relates to access control
    Involved in installing and maintaining Structured Cabling and Outside Plant

    Perform skilled installation, replacement, repair, testing, and maintenance of structured cabling and fiber optic systems in accordance with established codes and standards
    Accurately label all cable ports and document fiber optic installations Assist with managing wireless and cellular data connectivity sites
    Test and maintain building UPS and portable and stationary Generators
    Perform physical moves/adds/changes in support of computer and telephony operations Research emerging technologies and provide detailed problem resolutions

    Provide instruction and training to end users
    Work on-call and participate in a rotation for covering after hour emergency calls Responsible for safety checks and reporting issues with vehicles and/or equipment

    Effectively communicate, in a positive and professional manner, with other city employees, departments, vendors, and subcontractors climb ladders, operate lifts, carry, push, and/or pull moderately heavy materials. Safely operate city vehicles, lifts, and trailers
    Assists with managing the City telephone system, including associated systems, directories, databases, and spreadsheets, including invoice reconciliation and payment

    Install, program, and maintain City telephone systems, perform telephony related moves adds and changes, manage and program voicemail, automated attendants, interactive voice response (IVR) and virtual faxing systems, including systems troubleshooting
    Manage main distribution frames (MDF), intermediate distribution frames (IDF), telecommunication rooms and enclosures, and other physical connection point and cross connection facilities
    Assists Telecommunications Analyst to manage, reconcile, and account for leased line and service provider circuits and services
    Maintain, support, reconcile and troubleshoot mobile devices (MDM) throughout the City, including cell phones, air cards and hotspots
    Install, program, troubleshoot and maintain City Access Control systems: databases, ID Cards, Doors and Boards, and Camera systems: databases, Cameras, Audio
    Assist with implementing user training to maximize the use of technologies associated with a converged network for accomplishing City-wide business objectives

    Provide on-going support and assistance in the development of end-user documentation
    Perform the duties of Telecommunications Technician as required
    Manages and uses computer databases, electronic spreadsheets, live and recorded video, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present data
    Assist with monitoring Information Technology related licensing, warranty, and maintenance agreements for compliancy
    Assist with research, planning, installation, and configuration of software and hardware systems in accordance with manufacturer specifications, industry best practices, and Information Technology security and performance related standards and requirements
    Adheres to established project management disciplines including customer needs definition, project planning and document creation, procurement, work execution, controlling and monitoring, and project closure and handoff

    ADA COMPLIANCE
    Physical Ability: Tasks involve the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as programming computers, utilizing computer equipment, using a calculator, etc. Tasks may involve extended periods of time at a keyboard or workstation.
    Sensory Requirements: Tasks require visual and auditory perception and discrimination and oral communications ability.
    Environmental Factors: Tasks may risk exposure to extended levels of stress when dealing with situations, such as out of service systems.

    The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

    Knowledge of Job: Is knowledgeable in the methods, policies and procedures of the IT division pertaining to specific duties of the Telecommunications Specialist. Has the ability to comprehend, interpret, and apply regulations, procedures, and related information. Has knowledge of and skill in the use of equipment, tools, and materials used in network administration and management information system maintenance. Is capable of analyzing, recommending, installing, training on the use of, and troubleshooting all hardware and software systems for use in the City. Has knowledge of modern office practices and equipment. Has knowledge of proper English usage, vocabulary, punctuation, and spelling; has knowledge of basic mathematics. Can type accurately at a rate sufficient for the successful performance of assigned duties. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Is skilled in applying responsible attention to detail as necessary in preparing reports and correspondence. Can read and interpret various materials pertaining to the responsibilities of the job. Can take the initiative to complete the duties of the position without the need of direct supervision. Can use independent judgment in performing routine and non-routine tasks.
