City of Daytona Beach, FL is Hiring an Utility inspector Near Daytona Beach, FL

Under general supervision, this position will perform inspection of construction work to determine compliance with project plans, specifications and permits as well as City, State, and Federal codes and ordinances, The inspection work will apply to all types of public utility projects to include but not be limited to underground water, sewer, reuse and stormwater infrastructure including associated roadway work.

Employees in this classification perform technical work.

Minimum Qualifications

MINIMUM QUALIFICATIONS (Education, Training, and Experience) -

High school diploma or GED; supplemented by three (3) to five (5) years' experience that provides working knowledge of public works and / or utilities infrastructure construction, including roadway, sidewalk, water, sewer, reuse and stormwater, and provides familiarity with principles and practices of monitoring construction contract compliance;

or an equivalent combination of education, training, and experience.

SPECIAL REQUIREMENTS

Possession of and ability to maintain a valid State of Florida Driver's License. Must possess computer skills (Microsoft Office, database entry, etc.)

Job Description

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Inspects earthwork construction, filling and grading, running test bores and lines and grades where necessary.
  • Inspects trenching and backfill operations; flexible and concrete pavement installation; water, sewer; stormwater & reuse construction;

and other miscellaneous paving construction associated with utility construction projects.

  • Reviews material shop drawing submittal information for verification that materials meet City standards.
  • Proactively detects, identifies, inspects and enforces NPDES permit requirements.
  • Conducts inspections of commercial and industrial establishments for potable water cross connections.
  • Consults with contractors and property owners concerning various issues associated with the construction activities; minimize environmental impacts and assure conformance to City's Federal Permit and city ordinances.
  • Inspects pilings building foundations, slabs, and elevated water storage tanks.
  • Maintains records, reports, and pay estimates of projects.
  • Responds to concerns and inquiries, providing general information concerning projects in progress.
  • Maintains records, daily inspection reports, and related documentation concerning activities, quantities of materials, contract compliance, and database maintenance.

Perform follow up activities when required.

Investigates and resolves customer complaints and emergency conditions.

Environmental Factors : Tasks are regularly performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances, as applicable to assigned inspection tasks.

PERFORMANCE INDICATORS

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein :

Knowledge of Job : Has thorough knowledge of the methods, policies and procedures of the City of Daytona Beach as they pertain to the performance of essential duties of a Utilities Inspector.

Has considerable knowledge of principles and practices of monitoring construction contract compliance, and construction engineering standards relative to utility construction activities.

Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.

Has considerable knowledge of the organization of the department, and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work.

Has considerable knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities.

Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.

Quality of Work : Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.

Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Quantity of Work : Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.
