Responsible for researching, developing, coordinating and implementing effective recruitment and selection strategies to attract a diverse pool of qualified and capable talent to fulfill current and future staffing levels for the City. Sources qualified candidates using innovative methods. Acts as the system administrator for the recruitment management and onboarding systems. Stay informed of latest trends and legal requirements. These tasks are illustrative only and may include other related duties.

Develops, facilitates and implements all phases of the recruitment and selection process.
 
Collaborates with hiring managers to ensure accurate job descriptions and hiring requirements. Identifies core competencies of the position and develops recruitment strategy for each requisition.
 
Develops job announcements and other advertising materials including brochures, notifications and postings. Coordinates and attends in-person and virtual career fairs and other recruiting events.
 
Creatively sources qualified candidates through networking, website postings, social media and other sourcing methods that deliver strong, diverse and qualified talent for current and future needs.
 
Utilizes a variety of resources and applies the latest tools and technology to source, develop and maintain an effective network of talent. Builds innovative approaches in attracting talent through new ways of recruiting.
 
Ensures recruiting and hiring practices reach diverse populations. Reviews recruitment policies and procedures to ensure nondiscriminatory hiring practices; analyzes best hiring practices and stays informed of latest trends; and researches, formulates and implements recommendations.
 
Serves as the primary contact for applicant inquiries. Troubleshoots application submission issues. Responds to applicant inquiries regarding application status, timelines, testing, and interviewing. Prepares and sends applicant notifications.
 
Acts as the system administrator for the recruitment management and onboarding systems. Maintains, develops and updates systems, trains users and initiates and updates user access. Manages and tracks the recruitment and onboarding lifecycle including applicant data, requisitions, applications, referral lists, interviews, job offers, hires, and new hire tasks and paperwork. Produces various metrics and reports.
 
Works with hiring managers to develop and coordinate a selection plan including creation of screening matrix, evaluation of veteran’s preference, creating and recommending interview questions, candidate testing and interview panel participants.
 
Screens applications for minimum qualifications, refers qualified applicants to hiring manager, schedules interviews, notifies unsuccessful candidates, conducts reference checks, prepares offer letters and facilitates background checks.
 
Coordinates, leads and participates on interview panels. Provides support and training to hiring managers and interview panel participants. Prepares interview materials including interview questions and evaluation sheets.
Coordinates new hire orientation and onboarding program. Schedules meeting room, food and presenters. Processes new hire paperwork and ensures completion and compliance with state and federal requirements. Acts as the main point of contact for orientation each month. Ensures orientation is welcoming, productive and informative.
 
Provides consistent and ongoing communication with hiring managers on recruitment progress.
 
Continuously partners with other Human Resources staff and hiring managers to design, refine and implement innovative recruiting and selection strategies. Trains hiring managers in the recruitment and selection process. Maintains recruitment manual for hiring managers.
 
Uses initiative and judgment to see that recruitment and selection matters are handled effectively and efficiently so as to provide superior customer service to applicants, employees and hiring managers. Ensures a consistent and positive candidate experience throughout the recruiting process with proactive communication and engagement.
 
Maintains confidential applicant and employee records in accordance with applicable state and federal laws. Serves as a resource and provides information to the public, other agencies, and City staff requiring the use of judgment and the interpretation of a variety of policies, rules and regulations.
 
May support other Human Resources staff as needed.
 
Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions. 
 
Conforms to all safety rules and performs work in a safe manner.
 
Delivers excellent customer service to diverse audiences.
 
Maintains effective work relationships.
 
Adheres with all City and Department policies.
 
Arrives to work, meetings and other work-related functions on time and maintains regular job attendance.
Performs related duties as required.
Education and Experience
Associate’s degree with major course work in human resources, public administration, organizational development or a related field. Bachelor’s degree preferred.
 
Three years of professional human resource experience in sourcing, recruiting and selection.
 
Three years computer experience in using HR Management Software (Recruitment or Onboarding) and in proficiently using the Microsoft Office Suite.
 
Knowledge, Skills and Abilities
Excellent communication skills. Ability to communicate clearly and concisely, both verbally and in writing.
 
Ability to create and implement sourcing strategies for recruitment. 
 
Ability to prepare and maintain confidential, technical and statistical records and reports.
 
Ability to review materials related to recruitment; observe, identify and problem solve operations and procedures; understand, interpret and explain applicable policies and procedures; explain operations and problem-solve issues to applicants and city employees.
 
Ability to read, interpret, and apply pertinent laws, rules, regulations, standards and procedures. Knowledge of applicable laws including EEO, Veterans Preference, Equal Pay, etc.
 
Ability to organize, prioritize and coordinate work activities.
 
Ability to be proactive, use initiative and sound independent judgment within scope of responsibility.
 
Ability to maintain confidentiality.
 
Ability to work with diverse groups in a tactful and effective manner.
 
Ability to obtain information though questioning; work with interruption; effectively handle multiple assignments and deal firmly and courteously with others.
 
Ability to analyze situations quickly and objectively and determine proper course of action.
 
Ability to establish and maintain effective working relationships with those contacted in the course of the work.
 
Special Requirements
Travel among City worksites and to training/conferences is required.
