The City of Coronado is accepting applications for Human Resources and Risk ManagerThe Department of Administrative Services is responsible for the divisions of Finance, Human Resources and Risk Management, and Information Technology. The employees in the department support and reinforce City-wide operations with the goal of developing its most valuable resource – its people. This goal is jointly accomplished through the preservation of the City’s financial resources; the commitment to attract and retain a skilled workforce; and the effective management of the City’s information systems.
EXAMPLE OF DUTIES
The Human Resources and Risk Manager will play a pivotal role within the organization, reporting directly to the Administrative Services Director. Joining the Department and the City during a thrilling period of opportunity and growth for the community, this position holds a key responsibility in overseeing essential human resources services. These services encompass recruitment, employee relations, benefits and compensation, training and development, workers’ compensation, and safety. The role of Human Resources and Risk Manager demands superb communication abilities, both verbal and written, alongside a track record of effectively mobilizing teams. The ideal candidate will excel as a team-oriented facilitator, skilled in innovative problem-solving and driving operational enhancements. Demonstrating a profound understanding of current human resources trends and best practices, the ideal candidate will bring a strategic mindset to align HR initiatives seamlessly with organizational goals. Proficiency in interpreting and implementing relevant employment laws and regulations is essential, ensuring compliance and mitigating risks effectively. In the pivotal role of Human Resources and Risk Manager, the selected candidate will be instrumental in cultivating a positive and inclusive work environment, reflecting our unwavering commitment to the well-being and success of our employees.Responsibilities include: Assume management responsibility for assigned services and activities of the Human Resources Division including recruitment, selection, classification, compensation, risk management, safety, workers’ compensation, employee benefits administration, employee relations, training, and ADA compliance.Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.Supervise and coordinate the City-wide risk management programs, including general liability, workers’ compensation, and safety programs; collaborate with a third-party administrator to review claims and work-related injuries.Oversee the flexible benefits program; supervise the administration of employee benefits, including health, dental, life, and disability.Serve as the ADA Compliance Officer; ensure City-wide compliance with Americans with Disabilities Act regulations.Oversee and participate in conducting job analysis, classification, and compensation studies; recommend modifications to the City’s classification plan; prepare written documentation to support recommendations.Consult with department heads regarding Civil Service Rules, human resource policies and procedures, labor agreements, disciplinary procedures, and due process requirements; assist staff in responding to grievances and participating in hearings. Serve as a member of the City’s labor relations team; participate in labor negotiations.Participate in investigating allegations of sexual harassment, discrimination, or unfair treatment; respond to equal employment opportunity complaints; develop written conclusions or recommendations.Serve as the liaison for the Human Resources Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.Conduct a variety of organizational studies, investigations operational studies, and legislative analysis; recommend modifications to human resource programs, policies, and procedures as appropriate.Perform related duties and responsibilities as required. Coronado is also home to Naval Air Station North Island, Coronado (NASNI) Naval Amphibious Base Coronado (NAB), and Silver Strand Training Complex, Coronado, supported by nearly 20,000 military and civilian personnel. WHAT CORONADO HAS TO OFFER: A rich benefits package contributes to the total compensation value. Benefits include a monthly cafeteria allotment of $2,030 voluntary retirement savings/deferred compensation, tuition reimbursement, group term life, short-term and long-term disability coverage, an employee assistance program, and more. The Retirement Benefit Formula for Classic CalPERS hired prior to January 1, 2013, is Members is 3% at 60. The current employee contribution rate is 9.5%.The Retirement Benefit Formula for PEPRA CalPERS Members, hired after January 1, 2013, is 2% at 62. The current employee contribution rate is 7.50%.As part of ensuring our employees maintain a work/life balance, employees earn 144 hours of Annual Leave per year for the first 5 years. After 5 years, the accrual rate increases. The City provides Term Life and Accidental Death & Dismemberment (AD&D) insurance in an amount equal to a one-time annual salary or $50,000, whichever is greater, at no cost to the employee. The City provides short- and long-term disability insurance equal to 66 2/3% of income. Employees that earn over the maximum benefit of $5,000/month available under the long-term disability plan, have the option to purchase enhanced long-term disability insurance. The City provides up to $2,000 per fiscal year for reimbursement of directly related costs of tuition, school fees, books, and required materials for approved courses and professional development opportunities. Student Loan Repayment can be used under this benefit. Longevity Pay; bonus at 10 years and every 5 years after. Lateral Vacation Service Credit, effective January 1, 2023, employees shall be given credit for prior verifiable public service employment for annual leave accrual rates.
