CITY OF COCOA BEACH is Hiring a Stormwater Utility Manager Near Cocoa, FL

GENERAL STATEMENT OF JOB

Under limited supervision, manages the personnel, resources and operations of the Stormwater Utility’s stormwater system for lagoon protection and flood abatement. Work involves planning and implementing projects and programs that improve and protect City lagoon health, while complying with federal and state regulations, participating in watershed efforts, and assuring budgetary capacity. Considerable judgment, technical knowledge and initiative are required in frequent collaboration with the public, city departments, inter-local governments and organizations, and state/federal agencies. A high level of creativity, problem solving and innovation are required for securing grants, partnerships and performance-based watershed protection solutions. Work is performed under the administrative direction of the City Engineer.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Job Functions

Ensures compliance with stormwater management permits, rules and regulations, and pursues opportunities to keep informed of changes and stormwater management advocacy forums. Prepares reports, studies, and other required documents to assure federal/state agency compliance.

Plans and manages staff and activities to assure improvement and maintenance of stormwater management within the City for protection of lagoon water quality and habitat through capital improvement projects and programs to prevent or minimize sources of pollution.

Responsible for storm flood protection documentation and planning. Coordinates with other City Departments/Divisions and the State as necessary, in resolving flood hazards in a comprehensive long-term manner.

Prepares and organizes the Stormwater budget, City strategic plan and stormwater management changes to City codes, comprehensive plan and other City documents, coordinating with other departments and agencies as required. Coordinates with Development Services and Engineering/Public Works to review site plans, development orders and stormwater-related permits.

Develops revisions to stormwater master plan including capital projects, level of service in operations/maintenance and financing strategies, and assures master plan compliance with City strategic plan, codes, comprehensive plan and budget.

Administers stormwater operations and asset and ensures stormwater system integrity through data management and work order system documentation. Reviews and develops automated and technical methods for managing stormwater assets, operations, activities and data.

Develops sources and methods for department revenue including grants, stormwater fee structure and other creative funding approaches that assure fiscal capacity for a specified stormwater management level of service. Oversees department contracts and procurements of products and services.

Coordinates with watershed stakeholders, attending pertinent meetings, providing input on City-related stormwater issues, serving on stormwater/lagoon taskforces, as requested and appropriate. Pursues involvement in state/regional stormwater associations, conferences and groups that advocate local government stormwater utilities and interests, as appropriate.

Outreaches to the public and local groups to heighten awareness and understanding of stormwater management issues, strategies and solutions, as a means of preventing or minimizing lagoon pollution. Receives and documents complaints and/or inquiries from the public and agencies pertaining to stormwater and responds based on city procedures and policies, delegating to other departments and agencies as necessary.

PERFORMANCE REQUIREMENTS (Knowledge, Skills, and Abilities)

Knowledge of:

  • Stormwater management principles, practices, methods, and processes including Green Stormwater Infrastructure and Low Impact Development.
  • Watershed processes and ecological and biological sciences.
  • Principals of design, construction, and maintenance of stormwater projects, including conceptual design, project scoping, engineering design, environmental assessment and right-of-way.
  • Applicable local, state and federal policies, requirements, and laws, including stormwater and water quality regulations (e.g. Clean Water Act and the National Pollutant Discharge Elimination Systems (NPDES) Stormwater Permit Program, Total Maximum Daily Loads (TMDLs).

Skills:

  • Advanced organizational skills to effectively manage multiple priorities with the ability to remain flexible to changing priorities.
  • Advanced analytical, public relations and communications skills (both verbal and written) to comprehend, interpret and explain rules, regulations, legal requirements and policies.
  • Project management skills to effectively negotiate, resolve conflict, and engage in collaborative problem solving.

Ability to:

  • Develop, effectively manage, motivate and engage a team working on complex issues.
  • Establish and maintain effective working relations with elected officials, staff, consultants, developers, regulators, other local governments, and the community.

MINIMUM TRAINING AND EXPERIENCE

  • Bachelor’s degree in civil engineering, environmental engineering, hydrology, environmental science or related field; AND
  • At least three (3) years of progressively responsible experience in environmental or stormwater management; including budget management, drainage system design, design review, and construction of drainage facilities; AND
  • At least two (2) years of responsible supervisory experience;
  • Preferred GIS and hydraulic modeling knowledge;
  • An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
