City of Cocoa is Hiring an Utility Mechanic I - WFO Near Cocoa, FL

JOB SUMMARY

Under the supervision of the Crewleader, Utility Mechanic II, and/or Supervisor II, performs skilled work at journeyman level involving skills in various maintenance and construction tasks. The Utility Mechanic I-Field Operations performs mechanical work in a manual trade or as a skilled journeyman level worker in more than one craft involving the maintenance and repair of water and/or wastewater collections utility infrastructure. Employee performs laboring tasks requiring the use of hand tools, power tools, testing equipment and construction equipment with frequent use of light to heavy automotive equipment. Employee is responsible for the upkeep and efficient operation of the tools and/or equipment assigned to the department. Employee may perform janitorial duties when required. 

ESSENTIAL JOB FUNCTIONS

  • Assists the Crewleader, Utility Mechanic II, Supervisor II, and other maintenance personnel with preventive maintenance and construction projects.
  • Installs, repairs, and inspects water/sewer mains, valves, service lines, meters, fire hydrants, and related water/wastewater collections infrastructure.
  • Investigates and resolves customer complaints and concerns.
  • Drives heavy trucks with trailers and other equipment used in underground utility-related work.
  • The majority of position duties are required to be performed on-site.
  • Operates power saws, tapping machines, and line stop equipment.
  • Maintains accurate written logs and records.
  • May be required to work a standby rotation or during a declared/undeclared emergency.
  • Performs other related job duties as assigned.
Knowledge, Skills and Abilities:
  • Must possess the physical strength and agility to perform heavy manual labor.
  • Possess basic to intermediate knowledge of water/sewer mains, valves, service lines, meters, and fire hydrants, and the methods and procedures required to install, repair, and inspect related water/wastewater collections infrastructure.
  • Read maps (print and GIS) and street guides so as to navigate around the City of Cocoa service area.
  • Use common types of mechanical tools used in the repair and maintenance of utility infrastructure; this includes pipe wrenches, screw drivers, adjustable open-end wrenches, and other related tools.
  • Basic arithmetic, addition, subtraction, multiplication, and division sufficient to read water meters, compute water volumes and pressures, and to compute distances.
  • Take measurements with a measuring tape 50 feet or 100 feet in length.
  • The appropriate ways to deal with the public sufficient to present a positive image of the Utilities Department and to successfully communicate with customers from all socio-economic levels.
  • Follow safety policies and procedures and applicable agency requirements.
  • Read water meters.
  • Operate a personal computer and calculator in the performance of assigned duties.
  • Speak clearly and concisely in order to communicate effectively in person, mobile phone, and over a two-way radio.
  • Follow oral and/or written instructions sufficient to perform assigned work duties.
  • Read and understand procedural and training manuals, memos, departmental directives, and street guides of the City of Cocoa and surrounding area.
  • Write legible, concise, and accurate reports of work performed during assigned work shift.
  • Handle difficult customers and/or situations in a calm manner.
  • Basic skills in various utility maintenance and construction tasks. 
QUALIFICATIONS
Education and Experience
High school diploma or GED certificate with two (2) years of previous experience working in utility maintenance or related construction; or an equivalent combination of education, training and experience.
Special Qualifications:
Must possess a valid state of Florida Class "A" CDL driver's license or must obtain a Class "A" CDL driver license temporary permit issued by the Florida Department of Highway Safety & Motor Vehicles within 45 days of employment and successful licensure within 120 days of obtaining temporary permit. Required to be certified in CPR and First Aid, intermediate Maintenance of Traffic (MOT), work zone safety, confined space, and trenching/shoring (will be provided by the Utilities Department).

PHYSICAL DEMANDS

The work is generally very heavy and may require exerting in excess of 100 pounds of force occasionally and up to 50 pounds frequently, to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, or slippery surfaces.
  • Climbing: Frequently ascends or descends ladders, stairs, scaffolding, or ramps.
  • Crawling: Ability to frequently move on hands and knees or hands and feet.
  • Crouching: Ability to frequently bend the body downward and forward by bending leg and spine.
  • Feeling: Ability to perceive attributes of objects by touch.
  • Dexterity: Primarily with fingers, as in picking, pinching, or typing.
  • Grasping: Applying pressure with the whole hand.
  • Handling: Picking, holding, or otherwise working with the whole hand.
  • Hearing: Ability to hear and understand at normal speaking levels with or without correction.
  • Kneeling: Ability to frequently bend legs at knee to come to a rest on knee or knees.
  • Lifting: Ability to lift and move objects
  • Mental Acuity: Ability to make rational decisions.
  • Pulling / Pushing: Ability to occasionally move objects up to 100 pounds.
  • Reaching: Ability to frequently extend hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Ability to frequently bend body downward and forward by bending spine at the waist.
  • Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
  • Walking: Ability to walk long distances to perform tasks and to move from one job site to another.

WORK ENVIRONMENT

Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs. Work may be performed in both in and out-of-door environments with exposure to the wind, rain, cold, heat and cramped spaces.
