City Of Chula Vista is Hiring an Information Technology Project Manager Near Chula Vista, CA

To plan, organize, direct and oversee all or part of highly complex information systems projects from concept through design, development, implementation and close out; and to perform other duties as assigned. Please note, this is an unclassified, at-will position with Senior Management level benefits.

Supervision Received and Exercised
Receives general direction from the Director of Information Technology Services. 

Essential Functions
Functions may include, but are not limited to, the following: manage various large external and/or internal complex and highly analytical technology projects; manage projects that may span multiple years with many complex integrated functions that may affect economic well-being of City or critical department operations or City services; implement enterprise information technology (IT) systems across multiple departments, divisions, and functions; manage projects and contracts encompassing the functionality of multiple organizational units Citywide or nearly City-wide; produce and evaluate Request for Proposals (RFPs); develop, negotiate, implement, and monitor contracts and project budget; analyze and evaluate existing complex systems for cost effective and efficient operation and recommend modifications; prepare feasibility studies; monitor technical design in relation to system changes; gather requirements and general information regarding users business needs relating to new developments or enhancements; monitor project related work schedules and completion dates, ensure completion of deliverables; report progress of work and coordinate/facilitate tasks to meet time-sensitive project deadlines; facilitate effective communication between stakeholders; provide documentation of goals, objectives, benefits, deliverables, exclusions, assumptions, business sponsors, responsibilities, estimated costs, timescale, return on investments (ROI), and clearly defined objectives and scope of project(s) to department management; manage extensive implementation of a system or systems requiring the direction of a multi-disciplinary staff involving: major upgrades to existing complex system or systems, development and implementation of a new and highly complex system or systems, or implementation of "off-the-shelf" software requiring extensive customization and/or multidisciplinary staff; effectively manage projects that are extremely politically sensitive and highly visible; facilitate effective communication between stakeholders; provides continuous communication and comprehensive briefings to City and County departments, boards, and/or commissions, and external agencies including public interest groups or other stakeholders; create work plans and monitor progress of project tasks; identify and acquire resources required for projects; identify opportunities for improving business processes through automation; prepare proposals to develop new systems or enhancements to existing systems, conduct feasibility studies; define activities required to organize the team while working to define the goals and scope of projects; ensure proper planning, engineering, documentation, installation and testing of systems to meet end user requirements; prepare budgetary cost estimates and develop project implementation proposals, documentation, and scheduling; write technical specifications and requests for proposals; responsible for ensuring all stakeholders are kept informed as to the status of the project(s); require interaction with departments not generally contracted; ensure coordination and compatibility of new/proposed IT projects; assist with integration of manual and automated system procedures; identify potential sources of risk and the consequences of those risks; identify and determine how to minimize most severe risks; create and document long-term strategies for project related information systems operation; translate business needs into Information Systems direction; identify new information systems technology opportunities; prepare and present long term plans; research, analyze, and select and/or recommend hardware and software products; recommend contractor selection, review contractor and vendor billings; monitor and evaluate quality of contractor/consultant products and services; coordinate interactions and activities of vendors; bears primary and ultimate responsibility for all aspects of successful project completion; prepare technical and analytical reports and recommendations for implementation for department, team, City Manager, and/or City Council review; support and team with other City staff working on related issues and performs related duties as required; build and maintain positive working relationships with co-workers, other employees, and the public using principles of good customer service; perform other related duties as assigned.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: six years of experience implementing and managing integrated information systems projects including two years of lead and/or supervisory experience AND training equivalent to an Bachelor’s Degree from an accredited college or university with major course work in Computer Science, Information Technology, Public Administration or other related field. License or Certificate: Possession of a valid California driver’s license. Project management methodology certifications such as the Project Management Professional (PMP) Certification from the Project Management Institute is required.

Knowledge, Skills and AbilitiesKnowledge of: project/program management techniques and methods; system development lifecycle; application development concepts and procedures; system implementation projects; system infrastructure and/or hardware components; procurement process of computer hardware and software; concepts of system configuration, data conversion, and software upgrades; current trends in applications technology, including web-based architecture, security, workflow and systems design; government enterprise business processes; technical, operational, and programming problem-solving analysis; working knowledge of various complicated funding sources and restrictions; legal and procedural requirements for city projects; pertinent federal, state, and local laws, codes, and regulations; pertinent local, state and federal rules, regulations and laws; computer equipment and software applications related to area of assignment. Ability to: participate in the development and administration of division goals, objectives, and procedures; prepare and administer large program budgets; foster a teamwork environment and function as a strong team leader of a technical staff; understand and translate user requirements into system requirements, including definition of data requirements; define creative solutions for project challenges; manage system implementation projects, including management of vendor deliverables; manage consultants and contract staff; collaborate with city departments; function in a high-stress environment and meet project deadlines; work effectively with all levels of management and with diverse work teams; analyze business problems and opportunities, and articulate business requirements; modify existing policies, strategies, and/or methods to meet unusual conditions with the context of existing management principles; use computer based project management systems; make effective presentations to clients and the community; exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs; communicate clearly and concisely, both orally and in writing; use common office software and equipment; work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working ConditionsOn a continuous basis, sit at desk or stand for varying periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds of less. See in the normal vision range with or without correction; hear in the normal range with or without correction. Primary work is performed indoors in an air-conditioned office environment with fluorescent lighting and moderate noise level. Some exposure to the external environment is required when performing duties in the course of work. Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
