JOB SUMMARY

The purpose of the Public Health Nurse is to provide health and wellness services and information to the organization with an emphasis on employee mental health. The Public Health Nurse plays a critical role in promoting and maintaining the mental well-being of municipal employees. This role combines traditional public health nursing with a focus on mental health to support and enhance the overall health and productivity of the workforce. The Public Health Nurse collaborates with various departments and stakeholders to develop and implement strategies, programs, and services aimed at improving the mental health and wellness of employees.

KEY FUNCTIONS/KNOWLEDGE/SKILLS:

  • Knowledge of an extensive body of rules, procedures, or operations; specialized skills that may be technical or non-technical, such as research and analytical skills, composing non-routine documents and letters, ability to use software in complex applications.
  • Conducts mental health assessments to identify potential stressors, risk factors, and needs among municipal employees.
  • Administers mental health screenings and surveys to gauge the overall well-being of the workforce.
  • Monitors and track employee mental health trends and data to inform program development.
  • Develops and implements evidence-based mental health programs and initiatives tailored to the unique needs of municipal employees.
  • Collaborates with OD&HR, occupational health, and other relevant departments to design and deliver mental health promotion activities.
  • Provides resources and training to employees on stress management, emotional resilience, and other mental health topics.
  • Offers immediate crisis support to employees in distress, such as counseling, referrals, and access to mental health resources.
  • Facilitates with EAP (Employee Assistance Program) providers and community mental health services to ensure timely support for employees in crisis.
  • Conducts workshops, seminars, and training sessions to raise awareness about mental health issues and reduce stigma within the workplace.
  • Delivers mental health first aid training to employees and supervisors to equip them with the skills to recognize and respond to mental health crises.
  • Collaborates with leadership and employee groups to advocate for policies and practices that promote mental health and wellness in the workplace.
  • Participates in community partnerships and initiatives to address broader public health and wellness concerns that may affect municipal employees.
  • Maintains confidential (HIPAA) records and documentation related to employee interactions and referrals.
  • Analyzes collected data to assess the effectiveness and effectiveness of mental health and wellness programs.
  • Prepares regular reports for leadership on the state of employee mental health and wellness.
  • Provides Health Director daily, weekly, monthly, and quarterly updates.
  • Performs related duties as assigned.

Education and Experience

Bachelor's degree at minimum; master's degrees may be preferred or work-related experience.

4-5 years of experience working with data management systems

4-5 years of progressive RN experience

1-2 years of experience working in public health systems

Special Certifications and License

Valid Texas Driver’s License

Current RN Texas Licensure (BON)

Independence and Judgement

Proficient level of judgment with planning, leading, organizing, recognizing, and resolving issues or problems; requires very little supervision.

Initiative and Ingenuity

General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives priorities.

Lead person in small work group; does not specifically assign work but is looked to for guidance.

Level and Frequency of Outside Contacts

Direct contact may be infrequent but may require considerable tact and courtesy when it does occur.

Physical Demands

Considerable heavy muscular effort or exertion but not continuous or long- sustained; demands more than ordinary strength or endurance, such as shoveling, carrying, etc. Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation electronic office machines or tools within moderate tolerances or limits of accuracy.

Responsibility for Equipment and Property

Responsible for high-risk or valuable items, such as big, expensive equipment, including light and heavy machinery, plant equipment, multiple computers and computer networks, etc.

Working Conditions

Frequent exposure to outdoor elements; job often (several times per week) exposes person to physical danger; serious space problems; frequent situations that cause stress and tension in the execution of regular duties.

Other Requirements

The City of Brownsville requires all employees to successfully pass a Drug & Alcohol and a physical examination and a Background Check.
