JOB SUMMARY

The Procurement Administrator is under the direct supervision of the Procurement & Contracting Manager (Division Manager). This position supervises the Buyer and Senior Buyer positions and coordinates the services and activities of Procurement within the Financial Services Department. The Procurement Administrator is responsible for participating in the professional purchasing activities and operations of the Division including informal and formal bids, RFPs, RFQs, and cooperative purchases, issuing Award numbers, and contracts, and processing purchasing agenda items for City Commission approval. The Procurement Administrator’s role requires close collaboration with City departments and external vendors. Supervision is the responsibility of this class, providing training, direction, and coordination to Senior Buyers and staff from other departments is a responsibility for this class. The Procurement Administrator shall be committed to the mission, vision, and values of the City and demonstrate such through ethical conduct, teamwork spirit, individual initiative, and responsive service.

KEY FUNCTIONS/KNOWLEDGE/SKILLS:

  • Provide oversight on all purchasing activity for commodities/services to support quality, delivery and cost goals for current production and new product development.
  • Subject matter expert of Federal, State, and local laws, ordinances, policies, procedures, and regulations pertaining to procurement of goods and services and contract awards.
  • Subject matter expert and provide interpretation of policy and procedure to vendors and end users.
  • Develops and coordinates with departments to create a detailed summary and project plan to identify needed staff, specific goals, work steps, tasks, and budgeting for a specific project.
  • Provides oversight in the bidding process and contracts (prepare specifications, evaluate bids, recommend vendors, conduct bid meetings, etc.) for the purpose of securing items and/or services within budget and in compliance with regulatory requirements.
  • Supports advancement of organizational priority to diversify vendor base and increase the proportion vendor from disadvantaged communities or with recognized disadvantaged/underserved designations.
  • Manages formal and informal bids and RFPs for City departments including preparing and reviewing specifications, attaching standard documents to complete the bid package, contacting prospective vendors, posting the bid on the city’s Web site, conducting pre-bid and bid opening meetings and preparing the award to meet user department needs.
  • Obtains and interprets market prices and trends to apply such interpretations to procurement problems.
  • Ensures accurate procurement records are maintained such as contracts, POs, and vendor files.
  • Manages and assists various procurement activities for the purchase of equipment, materials, services, and supplies for the City of Brownsville Departments.
  • Prepares Agenda Items for each City Commission meeting; cancellations and change orders; writes the resolution and attaches related documents including vendor performance information, cost/benefit analyses, and recommendation memos from the customer department; attend related meetings as appropriate.
  • Evaluates new services or products offered to the City by vendors and suppliers; and makes recommendations on purchases for specific areas.
  • Develops and implements city-wide training for various procurement processes.
  • Monitors all purchasing and contracting efforts and agreements including the preparation, analytics, administration, and finalization of contracts in our city.
  • Promotes innovation and establishes procurement processes efficiencies in Finance Department
  • Performs related duties and any other procurement projects as assigned.

Education and Experience

Desired - master’s degree plus one year of experience. Required - bachelor’s degree plus four years of experience.

Special Certifications and License

Valid Texas Driver’s License

Must have the following certification: Certified Texas Contract Manager (C.T.P.M.) and Certified Texas Contract Developer (C.T.C.D.). If not already certified, must obtain certification as outlined above within six (6) months of employment (or 3 attempts at the certification exam) by internal scheduling.

Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.
