Job Description Summary:
Under the general supervision of the Recreation Manager, oversees the daily operations and management of a recreation center or facility of the Parks and Recreation Department. This position is responsible for the delivery of excellent customer service in a community-based facility, and financial stewardship of operations, including but not limited to budget development, asset management, risk management and managing and assisting with recreation program development at the facility. 
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Ensures the quality, safety, and community impact of a Parks and Recreation Department-managed recreation facility to included but not limited to:
Provides daily operational oversight at one of the following: East Boulder Community Center, South Boulder Recreation Center, North Boulder Recreation Center and any assigned programs or amenities which may include childcare operations, satellite facility programs, or outdoor pools.
Manages scheduling and coordination of facility programs and facility use including facility rentals, special events, contracts and media events and works to ensure effective coordination with program staff and optimal use of the facility.
Provides direct creation/supervision of recreation programming, identify necessary resources, identify client needs, engage the public in decision-making processes, and evaluate program goals and objectives to aid in decision-making.
Demonstrates understanding of population-based health problems and how parks, recreation, and public lands promote the welfare of individuals and communities.
Coordinates with marketing staff in the promotion of facility related programs and services.
Coordinates with department facility managers to provide consistent customer service and facility operations.
Maintains and promotes a high level of department knowledge to support customer service outcomes at recreation facilities.
Manages the hiring, training, supervision and evaluation of standard management and union staff and seasonal staff, student interns, volunteers, and community service workers to include but not limited to:
Leads and coaches facility staff in professional development, including following established City of Boulder protocols related to performance reviews and ongoing employee evaluation of performance.
May manage and direct the work of other standard supervisor(s).
Directs work quality through performance planning by setting standards and expectations relating to facility and program management.
Establishes priorities and task assignments to staff that ensure operational goals are met.
Prepares, plans and implements a comprehensive orientation program for all facility staff.
Prepares, plans and/or schedules the implementation of training for staff related to Child Care, First Aid/CPR, Blood Borne Pathogens, Hazardous Communications Program, Emergency Operations, Shelter in Place, All Hazards Programs and required training and certifications. ​
Ensures safe and effective facility operations, including but not limited to:
Knowledge, skills, and abilities to manage for the total cost of ownership over the lifecycle of a facility including cyclic, preventative, repair, and rehabilitative maintenance.
Comprehend and comply with accessibility regulations, policies and best practices, including transition plans and accommodations.
Ability to manage projects with varying scope, complexity, duration, and financial risks, including forecasting future facility needs, renovations, new construction, and demolitions.
Reviews annual preventative maintenance and equipment replacement schedules of the facility(s) with department staff (supervisor and planning manager) and Public Works/Facility and Fleet (F&F) staff to develop and coordinate annual repair and maintenance work plan.
Responsible for ensuring assets are operated efficiently, reliably, and safely in a manner consistent with rules, regulations, and standards.
Responsible for asset management, repair and replacement schedules within assigned facilities following best practice and utilizing various asset management software or tools.
Develop and monitor the facility's annual operating budget and capital budgets including but not limited to:
Use budget and financial principles to successfully manage park facilities and associated functions. Understand business trends and make decisions related to budget allocations and reductions.
Provides oversight, assessment and compliance with expenditure and revenue budgets.
Evaluates ongoing budgets (expenditures and revenues), projections and program use, attendance and registration numbers for all facility areas.
Informs the development of revenue projections, fee schedules and facility use data.
Maintains compliance with internal audit controls, cash handling, and inventory procedures and associated concession and merchandise operations.
May assist with or propose capital projects for facilities.
Assists in leading the direction and vision for the recreation division as a member of the department's management team. Understands the internal and external communication forms to support the department mission including communicating the department's opinion on current issues to staff and partners and developing public communication plans and evaluating results.
Generate creative and innovative solutions to manage facility issues and opportunities. Creates a positive recreation experience throughout the assigned facilities.
Other:
Performs other duties or leads other projects as required to meet the needs of the city.
Knows and complies with all city and department policies; participates in professional trainings and development opportunities; and adheres to attendance and workplace rules and attire policies.
Keeps current with trends and issues as they affect the professional field of parks and recreation. This requires updating job knowledge through attendance and participation in continuing education opportunities such as conferences and specialty schools offered on recreation trends, management strategies and techniques.
MINIMUM QUALIFICATIONS
Work experience demonstrating leadership skills and the ability to coordinate the work of others.
Ability to multi-task in a high-stress environment.
Ability to work courteously and effectively with the public, including communicating department policies, procedures, and decisions.
Knowledge of parks and recreation trends and issues, including the theory of inclusion and its role in public parks and recreation.
Comprehensive knowledge of the principles, practices, operations and maintenance requirements of municipal parks and recreation facilities.
Demonstrated experience in cash management and budget development and control.
Ability to present all communications (written and verbal) professionally.
Ability to communicate on an array of controversial and complex governmental issues.
Standard first aid and CPR certification or the ability to maintain within six months.
Ability to obtain Aquatic Facility Operator (AFO) certification and/or Certified Pool and Spa Operator (CPO) within six (6) months.
Ability and willingness to work evenings and weekends.
Valid driver's license.
Have and maintain acceptable background information, including CBI criminal history, motor vehicle record and credit history. 
PREFERRED QUALIFICATIONS
Experience managing an enterprise operation
Certified Parks and Recreation Professional (CPRP) as designated by the National Recreation and Parks Association.
Aquatic Facility Operator (AFO) certification.
Certified Pool and Spa Operator (CPO)
Public speaking experience.
Knowledge of facility and equipment lifecycle management and/or experience with asset management software.
Bilingual in English and Spanish.
​REQUIRED EDUCATION AND EXPEREINCE
Bachelor's degree in Parks and Recreation Administration, Business Administration, or a related field of study
Minimum of five (5) years of related experience including at least three (3) years of supervisory experience in the public or private sector. 
Or an equivalent combination of education and/or experience.

Supervision Exercised: Recreation Member Services Supervisor, Program Coordinator, Recreation Member Service Representative II/III/IV, Child Care Attendant, Child Care Lead Worker, Maintenance Staff
WORKING CONDITIONS AND REQUIREMENTS
Physical and Mental Effort
Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Upper body strength to lift children and carry supplies and equipment.
Work Environment
Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.

Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
