Class Summary

Under general direction, organizes, manages, and coordinates multiple programs for the Police Department; oversees one or more major units of Support Services; including the development and implementation of program goals and elements; supervise staff; monitors, and develops compliance procedures and methodologies for area of assignment; and performs other duties as assigned.

Representative Duties

The following typical tasks and responsibilities are representative of the position’s essential duties. They are descriptive, not limiting.
Essential Duties:

  • Plans, organizes, controls, manages, coordinates and evaluates the work of designated support services activities including personnel, methods and procedures, procurement, and various compliance services;
  • Provides day-to-day management to promote a high-performance, customer service-oriented operation that supports achieving the department’s mission;
  • Selects, assigns, trains, directs, and evaluates staff, professionals, supervisors, and others; assures proper training and guidance for staff; identifies and maintains standards of staff proficiency for specialized functions;
  • Provides guidance, direction and technical expertise to program staff to ensure appropriate actions are taken;
  • Leads continuous improvement for protocols and procedures; ensures the proper administration and enforcement;
  • Assists with budget process and monitor expenditures;
  • Serves as liaison for the division with other divisions, departments and outside agencies; negotiates and resolves sensitive and controversial issues;
  • Assures Unit compliance with and enforcement of applicable Federal, State, and local laws, ordinances, and codes;
  • Plans, directs and implements special projects and assignments;
  • Monitors legislative changes, trends and resources affecting areas of assigned responsibility;
  • Performs research and analysis and prepares a variety of studies and reports.
Minimum Qualifications

Knowledge of:

  • Principles and practices of modern public administration including planning, organizing, staffing, directing, and evaluating;
  • Principles and practices of leadership, motivation, team building, and conflict resolution;
  • Principles and practices of supervision, training, and personnel management;
  • Principles and practices of labor relations and employee relations;
  • Administrative principles and methods, including goal setting, and program development and implementation;
  • Advanced principles, practices, methods, and techniques of public safety in records management, technology, and property management, depending upon area of assignment;
  • Current literature, laws, regulations and developments, as well as various agencies that impact public safety services in area of assignment;
  • Research methods, report writing techniques, statistical concepts and methods, principles and techniques of project management;
  • Applicable federal, state and local laws and regulations;
  • Research methods, analysis techniques, and report preparation;
  • Basic computer applications and software related to areas of assignment.
Ability to:
  • Plan, organize, and direct the work of program staff;
  • Select, train, motivate and evaluate assigned staff;
  • Develop, implement and interpret goals, objectives, policies, procedures, work standards, and internal controls;
  • Analyze complex problems, evaluate alternatives and make sound, creative recommendations;
  • Prepare and present clear, concise and accurate reports;
  • Communicate effectively in both oral and written form, sometimes to large groups;
  • Gain cooperation through discussion and persuasion;
  • Develop, recommend, administer, and control moderate-sized budgets;
  • Exercise sound independent judgment and initiative within established guidelines;
  • Build and maintain positive working relationships with the senior management team, co-workers, other City employees, and those encountered in the course of work using principles of good customer and public service;
  • Represent the department effectively and professionally in meetings with others;
  • Prepare clear, concise and accurate reports, correspondence, analytical studies, and other written materials;
  • Meet critical work deadlines under difficult and stressful conditions;
  • Utilize computer systems and related software programs;
  • Interpret and apply City personnel policies and procedures, including civil service system rules and regulations, and applicable local, state, and federal legislation.
Training and Experience:
  • A Bachelor's Degree from an accredited college or university with major coursework in public administration, business administration, or public safety administration, or a related field; AND
  • Three (3) years of increasingly responsible professional administrative experience, including experience in employee supervision and program development and implementation. OR
  • An equivalent combination of training and experience which provides the capabilities to perform the described job duties may be substituted.
Licenses, Certificates, or Special Requirements:
  • Possession of a valid California Class “C” driver’s license.
  • Must successfully complete required pre-employment background investigation.
Physical Conditions or Special Working Conditions:
  • Standard office environment and working conditions.
  • Remote site visits may be required.
Distinguishing Characteristics

The Support Services Program Manager is the first level management classification responsible for oversight of the day-to-day administration of specialized programs, projects, and activities for multiple Support Services units or details of the Police Department. The incumbent plans, organizes, and administers one or more specialized programs, projects and activities. The position is distinguished from the Support Services Division Administrator as the latter holds responsibility for the entire division where the Support Services Program Manager is assigned specific unit management.

VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14 years of service: 20 days per year.
VACATION - FIRE SAFETY SHIFT PERSONNEL ONLY:
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16 years of service: 9.36 (24-hr. duty shifts)
HOLIDAYS: 13 paid holidays per year.
SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.
ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.
INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).
RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement website for additional information.
