    The Panama-Buena Vista Union School District announces openings for one (1) Program Specialist for the Special Services Division. The Program Specialist will provide support to parents, teachers, administrators, and specialists in area of expertise to ensure a free and appropriate public education for students who are eligible for special education and related services under the Individuals with Disabilities Education Act (IDEA).
    MAJOR DUTIES AND RESPONSIBILITIES
    • Observe, consult with, and assist resource specialists, designated instructional services instructors, resource specialists, special day class teachers, and general education teachers to meet the educational needs of students with disabilities;
    • Assist in the development of effective, appropriate programs, and coordination of resources for students with special needs in special and general education program settings;
    • Develop, implement and/or participate in staff development, program development, and innovation of special methods and approaches;
    • Provide coordination, consultation and program development primarily in one specialized area or areas of expertise;
    • Facilitate the development of programs so that students have a full range of educational opportunities as deemed appropriate by their Individualized Educational Program (IEP);
    • Monitor and assist in developing and reviewing IEPs as needed;
    • Assist in the development and coordination of staff development workshops, materials, and resources;
    • Stay current in new research, methodologies, and technology related to area of expertise and special education law;
    • Perform any additional duties as assigned by supervisor.
    MINIMUM QUALIFICATIONS
    • Position requires at least three-five years of educational experience in special education area of expertise.
    • Master’s Degree in area of expertise is desired.
    • Valid California Credential in area of expertise.
    • Must possess a private vehicle, valid California driver's license and carry current automobile insurance with at least minimum coverage for public liability and property damage.
    • Fingerprint clearance by both the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met.
    • Willingness to abide by the rules and regulations of the District in a professional, ethical manner.

    • Must be able to communicate effectively with special education staff, other school and District staff, parents, agencies and community members.
    • Must be able to mentor staff through consultations and collaboration skills as well as modeling expected skills and behavior.

    • Demonstrates managerial and organizational skills.
    • Shows high energy, positivity, and excitement for the education of students with exceptional needs.
    SALARY AND TERMS OF SERVICE
    Annual Salary 100,400-121,430, nine (9) steps, 204 working days per year, eight (8) hours per day. Placement on the salary schedule is determined by number of years of experience. $2,000/year stipend for Doctorate Degree. Additional time/days as is necessary to perform related job duties and responsibilities. The District currently contributes $19,793.00 per year to family dental, medical and vision insurance plans; life insurance plan for employee only.
