Definition

This is entrance level professional data management and analysis work in support of a City division or department.
An employee in this class performs data management and analysis activities including research, regulatory reporting, problem-solving, and performance monitoring in order to increase efficiency and effectiveness of City operations.
Works under the general direction of a senior staff member with opportunity to exercise independent judgment in carrying out assignments. Work is reviewed for conformance to policy and professional standards.

Characteristic Work

Works individually or as a team member performing Business Intelligence functions such as collecting, organizing and analyzing financial and operational data from various information systems and operational areas within the City to facilitate management reporting and support management decision-making. Assesses data needs and identifies opportunities for more efficient processes and techniques. Assesses department data and data collection processes and recommends improvements to the data management system. Assists in designing or integrating software applications when incorporating new processes or streamlining existing tasks/processes. Suggests methods of collecting and reporting of data. Assists in developing internal and external dashboards, reports, and other items that operationalize data and explain issues and performance in ways that are easily understandable and actionable. Provides administrative, operational, and technical support by compiling and analyzing data relating to the provision of services. Performs validation and testing of models to ensure accuracy and completeness of data. Tracks operational metrics and key performance indicators (KPIs). Applies various analytical, statistical, and business analysis methods to data to increase understanding of factors that influence service, evaluate department effectiveness, support budget monitoring, and contribute to data quality. Creates compelling and intuitive data visualizations to aid in the comprehension of complex topics. Presents information verbally and in writing to a broad range of stakeholders. Champions the use of data to drive decisions with other divisions and agencies. Performs research and other special projects as directed. Attends training and actively pursues professional development to keep abreast of best practices associated with data science. Assists in developing, administering, and maintaining end-user training and user documentation. Performs data entry accurately and efficiently. Drives to various locations for meetings and training. Performs related work as required.

Minimum Qualifications

Graduation from an accredited college or university with a baccalaureate degree in statistics, mathematics, data analytics, computer science or comparable data analytic degree. Possession of a valid State of Ohio driver's license.
Some knowledge of the principles of management involved in strategic planning, resource allocation, and the coordination of work. Some knowledge of City organization, policies, and procedures. Knowledge of quantitative, qualitative, and statistical research methods. Knowledge of data management best practices including security and metadata guidelines. Knowledge of the structure and content of the English language including spelling, composition, and grammar.
Skill in conducting research and data analysis. Skill in the use of personal computers with standard and customized business software. Skill in applying logic and reasoning. Ability to interact with employees at all levels of the organization. Ability to prepare and present complex technical reports. Ability to effectively communicate verbally and in writing. Ability to explain complex data concepts in simple terms. Ability to develop and administer written and oral training on technical matters. Ability to anticipate, identify, and define complex problems and review related information to develop and evaluate options and implement solutions. Ability to effectively utilize inductive and deductive reasoning. Ability to type a minimum of 30 correct words per minute. Ability to safely operate a motor vehicle. Competitive Examination Process

The selection process will consist of an assessment interview with credit for education. Candidates must pass the assessment interview in order to receive credit for education. TEST WEIGHTS: Assessment Interview 80%, Education 20%.

Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.

NOTE: The assessment interview may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 80% for qualifying and 20% for education.
RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.
VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
DRIVER'S LICENSE: An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
