Definition

This is entrance level professional work in the field of crime research and analysis.

An employee in this class uses a variety of techniques and computer software to gather, analyze, and distribute crime statistics in the form of maps, charts, and verbal descriptions to aid in crime control, prevention programs, and allocation of scarce resources.

Works under the general direction of a senior staff member with opportunity for the use of independent judgment in carrying out assignments.

Characteristic Work

Researches, collects, analyzes, prepares and disseminates crime data, statistics and reports. Utilizes various databases and software (including ArcGIS, LexisNexis Products, the Microsoft Suite including Access, i2, and cell data analysis software) to analyze and interpret crime data related to crime series, patterns, cases and suspect profiles. Develops charts and graphs used to present intelligence information relating to the association of individuals and establishments. Prepares reports and bulletins on crime statistics, criminal activity, cell data analysis, crime trends, patterns and series. Geographically links specific criminal incidents. Searches open source data, such as social networking and other internet sites to develop criminal intelligence. Assists in performing tactical, strategic, and operational analysis necessary for effective law enforcement strategies. May conduct or assist with presentations of data and crime trend reports to law enforcement officers, neighborhood groups, and other governmental agencies. Maintains appropriate confidentiality of records, files, and materials produced and could at times see and/or hear unpleasant things. Performs related work as required.

Minimum Qualifications

Graduation from an accredited college or university with a baccalaureate degree with major course work in criminal justice, statistics, computer science, criminal intelligence analysis, or a baccalaureate degree, and a minimum of two years of paid professional crime analysis experience. Possession of a valid State of Ohio driver’s license.
Considerable knowledge of relational databases and a working knowledge of SQL. Knowledge of research design and methods. Skill in using databases, spreadsheets, presentation, and reporting software. Skill in data entry. Ability to establish and maintain effective working communications with other persons.
Ability to work independently and to effectively conduct research, compile and analyze findings, and organize results into presentable form. Ability to write clearly, succinctly, and comprehensively. Ability to interpret complex information. Ability to communicate effectively, organize and plan. Ability to safely operate a motor vehicle. List of essential job functions available upon request.

Competitive Examination Process

The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 80%, Education 20%.
NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 80% for qualifying, and 20% for education.
Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.
RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.
VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
DRIVER’S LICENSE: An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
