What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $89,144.
00 - $147,088.00 / year. We also offer generous benefits for full-time employees which includes but is not limited to :
Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed.
Employees must work within the state of Colorado on their off-site days.
This position will be located at the Richard T. Castro Building at 1200 Federal Boulevard, Denver, CO 80204.
What You’ll Do

Responsibilities
Specifically, as the Employee Relations Specialist, you will :
Handle complex employee relations matters : Oversee, conduct, and lead complex investigations related to allegations of harassment, discrimination, retaliation, and violation of Career Service Rules.
Establish clear record of findings and create comprehensive summary of investigation reports. Testify on investigative findings at employee complaint hearings, and in other administrative sessions.
Think Strategically : Identify trends and develop strategies to foster positive employee relations in the business. Demonstrated ability to work strategically with leadership, business partners and stakeholders to drive impactful solutions.
Responsible for composing comprehensive reports. Serve as subject matter expert and may present policy and rule changes to Career Service Board, business leaders and other stakeholders
Build strong relationships with stakeholders : Provide consultation and guidance regarding relevant state and federal employment legislation, complex employee relations issues, workplace investigations and critical incident management.
Partner with HR Leaders, HR Business Partners and ER Partners as needed, to provide guidance, facilitate closure or mitigate escalation on ER cases of increased risk.
Strong client relationship building skills. Build and leverages collaborative partnerships with OHR team members, the City Attorney’s Office, and other relevant stakeholders to support proactive solutions, strategies, programs and policies.
Develop a culture of compliance : Guide consistent interpretation and application of career service rules (CS rules), policies procedures, and executive orders to ensure alignment with city priorities and goals.
Research and analyze legislative and legal change to determine compliance and other impacts for employment policies, processes, and best practice.
Lead in cultivating a culture where employees are comfortable raising and reporting privacy concerns and incidents in a timely manner while knowing that such reporting is made in a safe environment free from retaliation for good faith reporting.
Build a culture of performance management : Coach and consult with senior leaders to improve work relationships, build morale, and increase productivity and retention.
Encourage best practices, make recommendations, and drive business decision making. Research, develop, and execute HR solutions that deliver measurable business results.
Execute HR strategies, initiatives and practices that promote a strong performance culture emphasizing engagement, learning and development, talent management, and workforce planning.
Implement employee engagement strategies : Help improve retention and enhance organizational productivity. Build a stronger workforce by identifying talent gaps and creating employee development opportunities;
partner with the Classification and Compensation team to ensure equitable pay and accurate job classifications. Work with the HR Director, Organization Development Specialist, and Senior HR Business Partner to recommend and develop organizational development strategies and initiatives to client groups.
