Job Description

Job Overview
This position is responsible for customer service, technical, and administrative aspects of human resources operations supporting learning and development program administration. This position provides direct customer service, both in-person and online, for the learning team and Human Resources (HR). This position maintains learning records for HR programs and other HR data in various systems, as well as reviews and processes tuition reimbursement applications, updates personnel files/ records and supports the learning team with program communications, supplies for learning events, and other HR and team support needs.

Duties and Responsibilities
Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:
  • Reviews, approves, and submits a variety of correspondence, notifications, forms, and related documents in order to communicate information to employees across the organization supporting both HR and the learning team.
  • Audits, establishes, and maintains HR files and associated records and systems in order to provide documentation of activities and comply with Department/Agency records management operating policies and procedures. This includes records management for learning management system and other HR systems.
  • Lead customer support for employees pursuing continuing education through the tuition reimbursement program. Supports employees with application requirements, reviews applications, creates documentation for approval and partners with team leadership in tuition review meetings. Tracks all application criteria and maintains program documentation.
  • Provides a wide range of human resources support activities such as informing others concerning the correct policies, procedures, guidelines, forms, formats and information to be provided to accomplish human resources related activities.
  • Communicates with all levels of organization and partnering agencies on learning and HR programs.
  • Provides direct support to new hires as a lead point of contact from New Employee Orientation, helping to provide answers and connect new hires to our HR resources as needed.
  • Processes complex transactions related to assigned human resource functional area.
  • Responds to questions concerning human resources programs, interprets basic policies and procedures, and provides information for the resolution of problems.
  • Compiles and analyzes human resources data using Microsoft Office suite to establish reports throughout the year and to help facilitate decision making.
  • Performs data entry and personnel file maintenance.
  • Assists employees and supervisors with basic interpretation of HR policies and procedures.
  • Maintains confidentiality with personnel data and records management.
  • Assists the manager and senior professional staff with HR projects.
  • Partners with learning team members to review program communications and offer ideas and/or recommendations.
Job Specifications
  • Knowledge of general office policies, procedures and practices.
  • Knowledge of the principles, practices and procedures of administration, including human resources law, rules, policies and procedures.
  • Ability for appropriately following up and completing assignments and tasks, while paying close attention to details and set processes.

  • Proficient computer skills in MS Word, Excel, Outlook and various background screening and software applications, databases and technologies.
Physical Requirements
  • Employee will be located in an office environment, regularly required to sit and talk.
Work Category
  • Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
Minimum Qualifications Required
  • Graduation from high school or possession of a GED certificate; AND
  • Two years of office/clerical support experience preferably in a Human Resource department.
Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be before, during or after the emergency/disaster.
