Job Summary:
The contractor shall provide a point of contact (e.g., Program Manager) to act as an intermediary with the Government. The point of contact shall be responsible for all day-to-day operations between the Government and the Contractor.
The PM shall provide expert-level program management and strategic planning including making program recommendations; execute program governance; lead change initiatives; assist in facilitating knowledge sharing across programs based on government and stakeholder needs and requirements; identify and report new initiatives and perform program and business process improvement; supervise multiple projects and allocate resources assigned
Supervisory Responsibilities:
- Supervise multiple projects within the program and allocate resources efficiently to ensure successful project execution. Manage project teams, set priorities, and monitor progress toward program goals.
Job Classification: Full Time Employee
Compensation:
- Non-exempt
- Starting at $38 to $62 per hour (Equivalent to $80,000 to $130,000 per year)

Duties/Responsibilities:
- Program Management and Strategic Planning: Provide expert-level program management and strategic planning, including making program recommendations. Develop and implement strategies to achieve program goals, objectives, and outcomes that align with the organization's mission and vision.
- Program Governance: Define and establish program governance structures and processes. Ensure that the program operates efficiently and effectively, with clear roles and responsibilities for all stakeholders.
- Change Leadership: Lead change initiatives within the program. Identify opportunities for improvement, drive innovation, and adapt program strategies as needed to address evolving government and stakeholder needs and requirements.
- Knowledge Sharing: Facilitate knowledge sharing across programs based on government and stakeholder needs. Foster collaboration and information exchange among teams working on related initiatives to enhance overall program performance.
- Initiative Identification and Reporting: Identify and report new program initiatives that align with strategic objectives. Evaluate potential opportunities, assess feasibility, and make recommendations for program expansion or enhancement.
- Action Planning and Problem Resolution: Prepare action plans and respond to issues and challenges as they arise. Take corrective measures and implement solutions to ensure the program's success and adherence to established timelines.
- Documentation Oversight: Oversee the creation and maintenance of main program documentation, including project plans, status reports, and performance metrics. Ensure that documentation is accurate, up-to-date, and accessible to relevant stakeholders.
- Stakeholder Communication: Maintain effective communication between program stakeholders, including government agencies, contractors, and other key partners. Provide regular updates, address concerns, and facilitate collaboration to ensure program success.

Required Skills/Abilities:
- Minimum five (5) years of contract operations, staff supervision, and program and project management experience.
- Demonstrated experience defining program governance.
- Demonstrated experience in program management including the organization, direction, and execution of a portfolio of projects and transformation activities to achieve outcomes and realize benefits of strategic importance.
- Demonstrated experience managing program budgets and stakeholder communication.
Education and Experience:
- Bachelor’s degree related to geography, geographic information systems, remote sensing, or physical/biological/environment/natural resource discipline with substantive coursework in geospatial analysis and modeling, and five (5) years relevant work experience.
Physical Requirements:
- May require occasional travel to physical locations.
- Prolonged periods sitting at a desk and working on a computer.
- This job operates in a fast-paced, collaborative environment. This role routinely uses standard office equipment such as computers, phones, etc.
