Job Title: Licensing and Recruitment Coordinator

SUMMARY
The Licensing and Recruitment Coordinator has primary responsibility for the recruitment, licensing, training and monitoring of foster parents and foster homes. This position recruits prospective foster parents and guides them through the process of foster home licensure. If and when the licensing process is completed, the Licensing and Recruitment Coordinator monitors the license and ensures the foster home remains in compliance with licensing standards. The Licensing and Recruitment Coordinator also ensures that all required licensing paperwork is completed and maintains licensing files in accordance with licensing requirements.
The Licensing and Recruitment Coordinator assists the Program Manager with intake needs. This position coordinates with the Residential Center to identify children eligible for the agency continuum and works with the Foster Care casework team to ensure a smooth transition. Additionally, this position may be used to provide temporary coverage as a Foster Care Case Manager, covering a small number of foster care cases on a short term basis when needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may
be assigned.
  • Markets to and recruits potential foster parents and assists them in obtaining their foster home license; assists with completion of required forms and submits them to the State of Illinois Department of Children and Family Services.
  • Completes monitoring visits for licensed foster homes to monitor and document compliance with DCFS licensing standards.
  • Initiates licensing investigations when there are possible licensing violations or reports of maltreatment or misconduct.
  • Maintains foster home licensing files as required by DCFS licensing standards.
  • Facilitates and tracks licensing training for foster parents and staff as provided by the agency; coordinates and tracks other foster care trainings for foster parents as needed in compliance with foster home licensing requirements.
  • Serves as a liaison between the agency and the DCFS Licensing Department.
  • Ensures the retention of foster parents by maintaining periodic contact, answering questions and helping to resolve any concerns.
  • Convenes and facilitates licensing staffings as needed and when appropriate.
  • Tracks necessary licensing statistics as required by Children’s Place and/or DCFS, including but not limited to the number of licensed foster homes, number of pending applications, number of pending renewals, number of newly licensed homes and the percentage of foster home utilization.
  • When necessary and appropriate, temporarily covers foster care cases in addition to above responsibilities. (Temporary is defined as three months.)
  • Participates in Children’s Place quality assurance initiatives as needed and appropriate to improve service quality and ensure compliance with licensing, accreditation and contractual standards.
  • Performs other duties as necessary to meet new funding requirements or as assigned by the Program Manager.

QUALIFICATIONS

EDUCATION, SKILLS, and/or EXPERIENCE
  • Bachelor’s degree in Social Work, Human Services or related field from an accredited school required; Master’s degree preferred.
  • Licensed Social Worker (LSW) credential preferred.
  • Child Welfare License (CWL) through DCFS required.
  • Minimum of 3 years of experience working with children and families in the field of child welfare required.
  • Must have a valid Illinois driver’s license and appropriate auto insurance.
  • Must be able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Must be able to interpret a variety of instructions furnished in written, verbal, diagram or schedule form.
  • Knowledge of Microsoft Word, Excel, Access, and Outlook required.
  • Excellent written and verbal communication skills required.
