This role's primary purpose is to financially monitor, analyze, and trend billings of the Los Angeles County Department of Mental Health contract, private insurance contracts and billings to a new LA County Department of Public Health Substance Abuse contract expected to be received in 2024 or 2025.

This position works closely with the Behavioral Health Senior Director, Regional Directors, Managers, and Supervisors of each site providing data, analysis and trending of billings, denials, unbilled claims, revenue management, and receivable payable reconciliation. This role also completes financial cost reports, service delivery plans, and manages cost settlement processes in conjunction with the Director of Information Services and the Manager of Revenue Management. This role monitors the electronic health record system and other revenue generating systems to ensure billings are timely uploaded to the County and other private health insurers for services rendered. Additionally, the Financial Analyst assists with the resolution of revenue generating issues and contract utilization related to both in-house systems and Los Angeles County systems, with an emphasis on data interactions and data analysis as it relates to utilization management.

Job Responsibilities:

  • Primary responsibility to develop mental health projections, forecasts, and budgets, cost report settlements, cost reports, and analysis to financial data needed to maximize the contract and ensure timely billing of claims.
  • Responsible for the distribution of the monthly Financial Workgroup Dashboard, Productivity, and other program reports.
  • Demonstrate advanced understanding of electronic health record database systems and management of data for financial reporting purposes.
  • Lead in the maintaining, monitoring, analyzing all in-house County and State Reports; notifying Senior Director of Behavioral Health of any irregularities. This role is a primary conduit between the Revenue Management billing team and the Information Systems team to the Finance Department, .and must understand all functions of the electronic record system to generate reports for monthly Dashboards.
  • Assist in monitoring the provision of detailed reports from claims with problems to the Supervisors identifying the discrete problem and the responsible party to fix the problem(s). Monitors in-house reports to appropriate supervisors/managers and Senior Director of Behavioral Health for any irregularities in data and tracks trends related to these reports.
  • Assists in monitoring data for identification of QA trends.
  • Coordinate with DMH to ensure 100% compliance to State of California Standards.
  • Maintain positive external contacts, attending all pertinent DMH meetings and trainings related to program, including reporting to funding sources, community resources, collaborative partners, all issues related to Information Systems, etc.
  • Responsible for the creation of Service Delivery Plan for renewal of mental health contract.
  • Assist in leading the Mental Health Utilization Manager meetings and address utilization of funds, staff productivity, and claim status.
  • Responsible for the filing of Cost Reports. This also includes researching discrepancies and reconciling the electronic record system vs DMH billing of the prior years' cost reports.
  • Serve as the primary contract liaison for contract settlements.
  • Verify payments received from DMH and to guarantee that the agency billings are being submitted and paid accordingly.
  • Monitoring DMH mental health contract and ensuring that Children's Bureau operates within the contract provisions.
  • Once the new Department of Public Health Substance Abuse contracts is obtained, develop similar financials processes and management tools to manage that contract financially.
  • Other related duties as assigned.

Job Qualifications:

Education, Professional Training, Technical Training or Certification

  • Minimum Bachelor's Degree in Business Administration or Information Systems with three years post graduate experience.

Work Experience

  • Three years' experience in financial management of behavioral health services and or substance abuse services required.
  • Understanding of financial management concepts around claims billings.
  • Understanding of electronic health record systems.

Knowledge/Skills

  • Exceptional computer literacy including Windows, Word, Access, and Excel required. Experience in on-line database tools, preferred
  • Advanced understanding of electronic data interface (EDI) and agency-based electronic health record (EHR) system required.
  • Experience with L.A. County Department of Mental Health (DMH) information systems required.
  • Understanding of DMH contracts and provisions.
  • Ability to analyze data to assist in identification of QA trends and problem solve through data analysis and technical audits.
  • Strong team and organizational and time management skills.
  • Demonstrated strong communication and interpersonal skills required.
  • Ability to multi-task and perform general administrative duties.
  • Ability to work in a multi-cultural environment required.
