Child Action, Inc. (CAI) is a private, non-profit corporation created in 1976 to promote the education and social welfare of children and families and to advocate on their behalf. Our programs include resource and referral services for families seeking child care, child care subsidies for qualifying families, recruitment and professional development of the child care workforce, and family education and support.

We are seeking individuals who are highly organized, have the ability to multi-task, provide excellent customer service, have good problem-solving skills and have the ability to understand the problems and issues facing families from a variety of ethnic and economic communities.

Position Purpose & Scope:

Under general supervision of the Human Resources Manager, the Human Resources Specialist is responsible for a wide variety of duties in support of human resources functions and activities in the areas of benefits administration, payroll and personnel record keeping ensuring pay is processed on time, accurately, and in compliance with government regulations.

Typical Duties:

  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, taxes, and other deductions.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Prepares and maintains accurate records and reports of payroll transactions.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Facilitates audits by providing records and documentation to auditors.
  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Performs all applicant tracking system tasks to ensure that timelines and policies are followed.
  • Ensures the accuracy of all benefits enrollments in the HRIS to provide vendors with accurate eligibility information.
  • Reviews materials for employee onboarding and conducts new employee orientations.
  • Assists with open enrollment for Health & Welfare Employee benefits and processes enrollment, changes, terminations, and COBRA.
  • Assists employees regarding benefits claim issues and plan changes.
  • Responds to benefit inquiries from managers and employees on plan provisions, benefit enrollments, status changes and other general inquiries.
  • Tracks and reconciles monthly billing statements for all benefit plans, benefit contributions and billings.
  • Ensures accurate and timely delivery of all IRS and DOL required employee notices.
  • Process and administers all leave-of-absence requests and disability paperwork; medical, personal, disability and FMLA.
  • Effectively interprets FMLA and ADA implications as they relate to leaves of absences/disabilities.
  • Keeps orderly and organized retirement plan work files; provides data analysis follow-up required on retirement plan audits
  • Responds to 401(k) inquiries from managers and employees relating to enrollments, plan changes, and contribution amounts. Manages the annual catch-up contribution enrollment.
  • Performs other job-related duties as assigned.
