Our company seeks qualified candidates for an exciting career opportunity for a Contractor Program Manager (CPM) to lead a critical program supporting the Air Force Research Laboratory, Aerospace Systems Directorate, Aerospace Vehicles Division, Structural Validation Branch (AFRL/RQVV). This organization plans, manages, and conducts experimental activities to validate advanced structural designs and simulations to improve aerospace vehicle performance. AFRL/RQVV provides dynamic, thermal, and mechanical experiments to satisfy the requirements of Aerospace Vehicles Division researchers and provides experiments to customers from other portions of AFRL, the Air Force, DoD, other agencies, industry, and academia.Specific duty locations include offices, laboratories, facilities, and support facilities in AFRL/RQV. All work shall comply with safety provisions, Federal, and local laws and regulations. The Contractor shall provide all services in accordance with the requirement outlined in the PWS and comply with all federal, state, and local laws, regulations, instructions, and policies.The CPM shall possess a minimum of a BS degree and at least 10 years of relevant experience in program or contract management related to industrial, manufacturing, and/or aerospace fields. Qualified candidates must have experience in the following areas: 
  • On-site management of a contract, including meeting day-to-day technical, administrative, and financial contractual obligations and monitoring and verifying the performance of subcontractors in industrial, manufacturing, and/or aerospace fields
  • Contract financial management
  • Managing the acquisition of materials
  • Demonstrated knowledge of industrial safety and environmental compliance for work at Wright Patterson AFB and must ensure compliance with safety and environmental rules and regulations implemented by the customer
Duties and Responsibilities: The CPM shall be available on-site during normal duty hours (0700-1600 LT) to meet on the installation with Government personnel (designated by the CO) to discuss problem areas. After normal duty hours, the CPM shall be available within 4 hours. The CPM shall attend regularly scheduled progress meetings and provide status updates detailing progress/accomplishment, resource conflict resolution recommendations, extension requests, and other work related issues. The CPM shall be responsible for the overall on-site management of the contract and shall be the primary contract focal point for all contractual administrative communications. The CPM shall ensure that all day-to-day technical, administrative, and financial contractual obligations are satisfactorily fulfilled; monitor and verify the performance of subcontractors; ensure all contractual requirements are met in a timely fashion; ensure on-site Contractor personnel document task progress in the resource management database; and resolve on-site Contractor personnel and scheduling conflicts. The CPM shall conduct background research and write justification letters for the acquisition of non-routine materials, equipment, and subcontracted services. The CPM shall have sufficient authority to commit the Contractor's company to purchases, shall review vouchers for accuracy prior to submittal to the Government for payment, shall be responsible for a contract quality assurance program, shall be responsible for maintaining on-site Contractor training and compliance in security, property control, equal opportunity, purchasing, safety, logistics, environmental and quality programs, and shall manage and direct, on a daily basis, the available contract financial resources to meet structural research project requirements, including the procurement of structural research equipment/supplies based on program requirements.The CPM shall perform oversight and financial management functions to effectively manage the scheduling and coordination of contract tasks being carried out. Such activities shall include, scheduling, tracking of expenditures, managing all internally created documents, managing work orders, and providing task status by project. The CPM shall assess the overall efforts and provide time estimates required for completion of various tasks as related to the activities supported.
