National Air and Space Intelligence Center (NASIC) is the national source for air, space, and cyberspace intelligence. By working with us, you’ll help discover and characterize the capabilities, limitations, and vulnerabilities of our nation’s enemies. As a NASIC employee, you will be part of a multi-disciplinary team of experts, working together to solve technical challenges. The organizational location of this Intelligence Program Manager- Structured Database for Command, Control, Communications, Computers, and Intelligence, Surveillance and Reconnaissance (C4ISR) position: National Air & Space Intelligence Center, Networked Weapons and Modeling Group (WM), Integrated C4ISR Analysis Squadron (WMX), Wright-Patterson AFB Ohio.

Salary: $126,717 - $164,735

You must be a US citizen to be eligible for a position at NASIC, and you must be able/willing to obtain/maintain a Top Secret security clearance. A non-disclosure agreement must be signed upon hire.

Responsibilities

  • Program Manager liaisons Dynamic Information Operations Decision Environment (DIODE) requirements. Coordinates with C4ISR structured database customer and analyst requirements within a complex organization comprised of elements from numerous DoD and Intelligence agencies engaging in Scientific and Technical Intelligence (S&TI) analysis and assessment of foreign capabilities in the areas of Command, Control, Communications, Computers (C4) Intelligence, Surveillance and Reconnaissance (ISR) (C4ISR).
  • Responsible for managing and staffing formal agreements (support agreements, cooperative research and development (R&D) agreements), and other agreements to facilitate formal partnerships with members across the intelligence community (IC) and other organizations to advance DIODE’s structured data to support AF and IC mission capabilities.
  • As the C4ISR Advocate, maintains a robust understanding of the National Defense Strategy priorities as well as the Wing, Group and Squadron organizational goals pertaining to C4ISR.
  • Represents the organization at executive levels within the Government and to government contractor/industry representatives.

Qualifications

  • Technical knowledge and experience with developing, writing, executing contract proposals, statements of work (SOW), functional requirement documents as required.
  • Knowledge of budgetary and program management principles and development techniques or methodologies as they relate to maintaining and developing the DIODE or otherwise named C4ISR database and production suite, knowledge of DoD acquisition process and technical knowledge of DIODEs structured data.
  • Advanced knowledge and skill analyzing complex C4ISR functional areas with expertise fusing single intelligence sources into all-source assessments, conducting technical and military force analysis on PACOM areas of responsibility (AOR).
  • Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation,
  • Knowledgeof the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations.
  • Experience in applying technical knowledge of analytical and evaluative methods and techniques to assess DIODE otherwise named database development, sustainment, and improvement to meet analytic and customer needs, while maintaining organizational effectiveness and efficiency.
  • Knowledge and experience related to successful collaboration with internal and external partners to identify common goals and objectives; and knowledge of and experience with critical thinking skills to frame problems and form creative solutions.
  • Skill in managing electronic files, creating inventories, creating training and shared web pages to enable discoverability of requirements; ability to exercise tact and judgement to engage effectively with others in working out solutions to problems or questions related to DIODE, negotiating and reconciling differences in opinions, and to operate with and gain the confidence and understanding of others.
  • Proficient communication skills and experience presenting DIODE otherwise named C4ISR information to and facilitating group discussions between various organizations; ability to communicate effectively with others, both orally and in writing; write clear and concise products (to include, but not limited to training, funding proposals, SOWs, etc.). Deliver written and verbal presentations, trainings; and maintain good working relationships.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic drug testing.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work is primarily sedentary. Items carried typically include briefcases, notebooks, working papers, references, data print outs, and suitcases. A moderate amount of standing and walking is required in getting to and from meetings.
  • The workspace is adequately heated, lighted, and ventilated. There is occasional noise from office equipment, such as printers, fax machines, and telephones. The employee is required to perform in varying office and meeting environments.
  • A bachelor’s degree in business management, national security, strategic intelligence, or a related field is highly desired.
  • The incumbent observes normal safety precautions when working in and travelling away from the work site.
