Chemonics seeks a Senior Operations Manager to support the Global Health Supply Chain - Procurement Supply Management (GHSC-PSM) project. Within the GHSC-PSM project, the Senior Operations Manager will support the Communications, Learning, Evidence and Analytics for Results (CLEAR) team as well as the Management Information Systems (MIS) team. The Senior Operations Manager ensures sound management principles and tools are employed and supports developing and maintaining CLEAR and MIS team processes. The Senior Operations Manager engages across functions and works with a variety of stakeholders - from staff resourcing, recognition, and engagement to budget and financial processes as well as talent acquisition and executive support to the CLEAR Director and MIS Director. This position plays a critical support role in addressing the most complex needs related to the establishment and maintenance of CLEAR and MIS support systems as well as complex operational tasks (e.g. recruitment, process improvement, etc.) and internal operational issues on a project that operates globally. This position reports to the Operations Director and supervises the Operations Associate and Operations Coordinator. is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President's Emergency Plan for AIDS Relief, the U.S. President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program.
The Communications, Learning, Evidence, and Analytics for Results (CLEAR) team sits within the GHSC-PSM project and is comprised of 20 technical experts across Knowledge Management, Communications, Monitoring and Evaluation, and Data Analytics. The Management Information Systems (MIS) team also sits within the GHSC-PSM project and is comprised of 20 staff located globally.
Responsibilities:
Management, continual improvement, and leadership
Provide senior-level management, operational, and administrative expertise to the business unit(s) (BU)
Manage all BU operations, including, but not limited to, talent management, staff engagement, staffing and resourcing, performance management, staff recognition and events, budgeting, and financial management
Advise the operations director of, and at times leads, the development and implementation of business operations strategies, plans, and procedures, and ensures consistency in all operations across the BU
Provide strategic input to the BU senior vice president (SVP), including drafting communication, planning trainings, meetings, and events, and supporting corporate initiatives for key ethics, compliance, and other risk-related business functions
Take initiative to identify business opportunities, efficiencies, and cost savings for the BU
Proactively identifies risk, develops plans and strategies to address, and advises leadership on steps to lessen impact or mitigate those risks
Propose and, in some instances, lead the development of processes, policies, and programs to effectively identify, manage, and mitigate risks and support BU goals
Identify opportunities for knowledge- and solution-sharing across company and takes initiative to build staff and company capacity
Coordinates and provides input into annual work planning with SVP and department directors
Lead and coordinates responses to periodic Board of Directors and strategic Executive Management Team meetings (e.g., mid-year review and budget retreats)
Provide procurement assistance to the projects as needed
Provide surge support on project management unit's (PMUs) startup, and closeouts as needed
Provide vision and leadership in new business activities, including participation in proposal team roles such as proposal lead, technical writer, cost preparer and proposal reviewer, in addition to other roles
May contribute dedicated time to other workstreams and functions to achieve BU goals, including new business, project management, and technical practice contributions
Serve as acting director as needed
Financial planning and analysis
Prepare financial reporting to the Executive Office and prepares monthly staffing budget
Liaise effectively with other operations team leaders on resourcing, costs, and best practices
Manage corporate office reporting to meet reporting requirements
Review corporate procurement, contractual, and financial reports and BU trackers
Proactively monitor BU financial and budget performance (e.g., sales, variance, staffing, and operating expenses) and consults with operations director and SVP on plans to meet targets
Produce summary analysis of project performance and variance actuals reports
Provide regional financial analyst (RFA) oversight and serves as primary liaison with the RFAs
Talent management and development
Lead divisional recruitment efforts in coordination with the Talent Manager
Supervise, mentor, and evaluate operations team staff, communicating clear performance goals and standards, offering regular performance feedback, prompt resolution of problems, and time and opportunity to grow and develop in key competency areas
Coordinate formal performance assessment process for the BU; advises supervisors to clearly articulate performance goals and standards, provides regular feedback, and provides overall professional advancement advice and direction to supervisees
Support the promotion, merit increase, and bonus activities for the BU in coordination with the Director, SVP, and Human Resources
Make presentations and trains staff, as needed, including one-on-one mentoring, small group trainings, corporate training programs, and information dissemination
Project compliance
May serve as compliance resource and/or liaise with other compliance experts in BU to advise on compliance issues and review subawards for compliance
Assess vendor performance and oversees unit's relationships with vendors, partners, and consultants that serve to enhance Chemonics' reputation
Support in the contractual and financial management of projects whose period of performance has ended; working on audits and project closeout items with the support of the PMU when applicable
Perform other duties and responsibilities as required
Requirements:
Bachelor's degree or equivalent work experience; Master's degree preferred
Minimum 5 years of relevant professional experience; staff supervisory and mentorship experience required
Knowledge or familiarity with government procurement and contracting
Proficiency inkey areas of operations, including budget management, procurement and contractual compliance, talent sourcing and recruitment, client relations and knowledge of government client, and personnel management
Demonstrated experience working on one or more government-funded projects and experience with business development required
Demonstrated experience following and creating standard practices and procedures, receiving general instructions on work progress, and making significant contribution to end results
Demonstrated leadership, versatility, and integrity
Works independently and as part of a team
Demonstrated resourcefulness in problem solving and initiative to learn new skills
Strong knowledge of Microsoft Office applications and word processing abilities
Previous experience working in international development and/or living or conducting work in developing countries preferred
Willingness to travel up to 8 weeks per year
Language proficiency for assigned geographic area preferred

The Salary Range for this position is expected to be: $84,320 - $105,400.
An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
Overtime exemption status may change due to state regulatory requirements.
