Organization Overview:
The mission of the Community Health Care Association of New York State (CHCANYS) is to champion community-centered primary care in New York State through leadership, advocacy, and support of Community Health Centers. To do this, CHCANYS serves as the voice of community health centers, working to ensure that every New York State community has primary care that encompasses all aspects of each patient’s health and well-being. CHCANYS is a dynamic, team-oriented, 501(c)(3) non-profit organization, and as New York State’s Primary Care Association (PCA), advocates on behalf of and provides technical assistance to community health centers (CHCs, health centers) throughout New York State. New York’s nearly 800 CHCs sites provide comprehensive, community-based primary and preventative care services to 2.2 million New Yorkers annually, regardless of insurance status or ability to pay. CHCANYS is nationally recognized for its programs in health policy, performance improvement, health information technology, health system planning, and training and technical assistance (T/TA).
Position Summary:
The Project Manager (PM) will lead multiple projects and have a hands-on management style to oversee a heavy workload. The PM will support CHCANYS’ Emergency Management Program (EMP) training and development initiatives/projects in collaboration and coordination with the Director of Emergency Management. In partnership with the EM Director, this position will support the design, development, and implementation of tools and training to ensure CHCANYS is proactively addressing health center needs and completing grant deliverables in a timely fashion and on budget. This position will report to the Director, and will collaborate closely with the entire Workforce Development Initiatives (WDI) Team. The individual will work with a diverse group of people and travel as required.
This position will also support CHCANYS in its unique and essential role, along with its member FQHCs, in addressing health disparities and our DEI efforts and policies across CHCANYS. This is a grant-funded position.
Responsibilities include, but not be limited to, the following:
§ Support and lead the following EMP activities in accordance with the overall CHCANYS Strategic Plan:
- In coordination with the EM Director, the WDI team, and CHCANYS leadership, assist with management and implementation of work plans and deliverables within HRSA, City, State, and privately funded projects to support relevant EM Training & Technical Assistance (T/TA) activities;
- Assist with the development and implementation of training and T/TA offerings.
- Deliver relevant T/TA according to EM contracts and individual health center requests both in person and virtually.
- Help develop, facilitate, and/or promote ongoing educational and training opportunities for members (e.g., webinars, on-site training sessions, group learning, etc.)
- Assist with the recruitment and management of health center sites participating in EM activities. Support the development of key organizational relationships and communications with external stakeholders and program partners.
- Represent EMP and present on behalf of CHCANYS at meetings with various partners, including, but not limited to, NYS Department of Health, NYC Department of Health and Mental Hygiene, and other agencies, coalitions, committees, and stakeholders to further WDI goals.
§ Project and contract management activities of the EMP:
- Help implement and manage detailed project plans and overall status for each EMP contract. Provide status reports to supervisor and/or WDI team, as needed.
- Assist in obtaining all required project documentation for contracting.
- Help ensure project deliverables and deadlines meet contract requirements.
- In collaboration with supervisor, prepare final reports on EM projects and deliverables.
- Manage tracking of EM technical assistance requests.
§ Serve as CHCANYS’ Response Coordinator with local, state, and federal response agencies. In this role:
- Coordinate with other CHCANYS staff and/or partners to staff CHCANYS’ seat at the Emergency Support Function-8 (ESF-8) desk in the NYC Emergency Operations Center (EOC) as required.
- Act as EM contact for CHCANYS by relaying emergency information to staff and coordinating emergency operations, as needed.
- Support the maintenance and have working knowledge of Virtual Emergency Operations Center Software (Veoci), CHCANYS’ situational awareness platform.
- Assist with data collection as directed by supervisor/CHCANYS Leadership.
- In collaboration with supervisor and WDI Team, participate in CHCANYS’ overall EM planning efforts and response to emergencies & disasters.
§ Assist with managing EMP online content/relevant social media accounts.
§ Attend conferences, trainings, exercises, and other meetings with program partners and other agencies at the discretion of CHCANYS’ Leadership team.
§ Conduct other duties, as assigned, to fulfill CHCANYS’ mission.

Salary Range: $65,000 to $72,000
