Detox and Residential Treatment Center (RTC) Program Director
Employment Type: Full-Time. Exempt.
 Compensation: 75,000 - 90,000
 Direct Report: Regional Vice President

Organizational Information:
In general, this position is responsible for planning, organizing, directing, and controlling the management and delivery of quality client services, and related administrative and support activities for a 50-bed residential program. The residential program includes a 10-bed detox and a 40-bed residential treatment center (RTC) in a single facility for up to 50-adults presenting with a substance use disorder (SUD) and/or a co-occurring mental health disorder. The Residential Program Director reviews clinical treatment activities, results, and documentation; and ensures compliance with Joint Commission accreditation standards and agency-defined program standards and objectives, as well as assuring compliance with applicable service-related contracts and regulations. Oversees approximately 30-program employees and directly supervises an on-site management team. Participates in developing program budgets, goals, and polices; and ensures effective implementation and ongoing administration of the same.
Minimum Qualifications / Skills:
  • Must have excellent reading comprehension, writing and verbal communication skills.
  • Must possess high level communication skills necessary to lead and motivate assigned staff; develop and maintain cooperative working relationships with outside funding agency representatives, and community members; and prepare complex reports and correspondence, and formal presentations.
  • Must have two (2) years or more running a residential treatment center (RTC) program.
  • Medi-Cal program experience important but not mandatory.
  • Must have detox management experience. 
  • Must be a certified AOD Counselor Level II or higher and/or possess a four (4) year degree in the Social Sciences or a related field and two (2) years’ experience working with a population experiencing SUDs that require a residential level of care. Additional experience may be substituted for education on a year for year basis; and/or applicant can possess six (6) cumulative years of full-time administrative leadership experience providing in-patient or outpatient services with a SUD client population. 
  • Must have knowledge and experience demonstrating competence in the performance or oversight of the following essential job functions: current research and evidence in the provision of residential treatment for adults with co-occurring challenges, program planning, budgeting and fiscal management, supervision of staff, personnel management, employee performance assessment, data collection, reporting, program evaluation, quality assurance, and developing and maintaining community resources.
  • Must have excellent knowledge base and experience in the delivery of trauma informed services, stages of change, collaborative problem solving, motivational interviewing, and other evidenced based techniques and practices specific to a target population of adults with substance use disorders (SUDs), including adults needing detox services and adults with both a SUD and co-occurring mental health disorder.
  • Must have working knowledge of management theories and practices, including basic accounting and marketing, and ability to plan and oversee program administration, at a level normally acquired through completion of a bachelor’s degree in business, health administration, or related field, and/or through an equivalent level of full-time administrative leadership experience.
  • Must be able to work independently and within a multidisciplinary team of professionals.
Principal Duties & Responsibilities:
  • Oversee the residential staff schedule (24-hour/day, 7 days/week), ensuring that it is implemented in a way that is organized, maximizes staff retention and satisfaction, meets regulation ratios and minimizes excessive labor costs, such as additional compensation that would be otherwise required for missed meals and overtime pay. 
  • Supervise the timely handling of referrals, admissions, transfers of care, and care coordination processes for all residential clients.
  • Plan and administers directly and through subordinate supervisory personnel, the effective management and delivery of quality clinical services for a defined 10-bed detox and 40-bed residential substance use disorder (SUD) treatment program. 
  • Ensure that potential clients are thoroughly screened at our Intake and Admissions Department on Professional Drive in Santa Rosa, to ensure they have met ASAM placement criteria for detox and/or residential treatment center (RTC) services prior to admission into the detox or RTC program. 
  • Develop and oversee detox and residential (RTC) employee training, ensuring all treatment team members receive appropriate training in applicable clinical and programmatic approaches, including all initial Relias ® and HR trainings for new hires.
  • Work closely with the Regional Vice-President and other members of the Executive Team to identify opportunities for program improvement.
  • Collaborate with appropriate agency leadership to resolve issues, complaints, and/or emergencies affecting the availability or quality of services.
  • Ensure that all established policies, procedures, and practices are routinely communicated and followed by staff.
  • Ensure that the physical plant and program services are consistently afforded in a safe, calm, inviting, and trauma-informed environment.
  • Assure responses to inquiries from agency executives, funding sources, and/or community leaders are executed promptly and in a candid and straightforward manner.
  • Ensure that collaborative problem solving is implemented and integrated as an essential interactive approach throughout the program, including developing and maintaining effective collaborative relationships with community partners.
  • Ensure the health, safety, and confidentiality of all clients is always maintained at the highest level.
  • Oversees and directs program activities and staff related to clerical support and maintenance, record keeping, accounting, and financial reporting.
  • Interviews, hires, oversees the training and development of staff schedules. Assigns work to subordinate supervisors, evaluates their performance, and, when necessary, provides disciplinary or corrective actions; often working in close collaboration with the Regional Vice-President and/or the Human Resources Generalist when such actions are serious or could involve a potential termination of employment. 
  • Establishing, maintaining, and enforcing compliance of staff and company policies as well as facility requirements associated with all regulatory agencies pertaining to those at the Federal, State, County, City, and industry specific levels. Additionally responsible for ensuring that staff have been verified for credentials, including credential verification for independent contractors, as applicable.
  • Provide ongoing information and expertise to clinical staff regarding compliance with all governing rules, standards, and best practices in the effective delivery of detox services, substance use disorder treatment, and co-occurring mental health treatment services.
  • Develop, implement, and oversee strategic objectives, goals, and key performance indicators for the overarching mission, features, components, and phases of the detox and residential (RTC) program.
  • Establishes and implements appropriate service delivery system for treatment programs. Promotes continuous improvement in methods of delivery of treatment and services, by revising and developing program standards in accordance with Joint Commission standards and agency expectations, implementing appropriate corrective actions to resolve discrepancies, and ensuring ongoing adherence to contracts, accreditation standards, government regulations, and state licensing requirements.
  •  Develops program budgets and projections; monitors and approves expenditures; and initiates corrective actions to resolve variances. Reviews financial reports, including contract-related utilization goals and requirements, income and expenses, and accounts receivable; to ensure data accuracy and budgetary and contractual compliance.
  • Prepares regular and special reports or analysis on financial status and program results from activities, for review and use by the Regional Vice-President and/or other agency executives in planning and evaluating program activities, services, marketing efforts, and results.
  • Participates in developing goals and objectives for the detox and residential (RTC) program and designs and implements appropriate plans to meet or exceed agreed upon goals. Assists subordinate supervisors in developing and meeting appropriate goals and objectives for their areas of responsibilities.
  • Conducts regular meetings with program staff to review goals, objectives, routine, and special activities, and in formulating and implementing short- and long-term plans. Participates in regional meetings with other directors to exchange ideas, evaluate operations, and develop or revise policies.
  • Periodically reviews client treatment plans with subordinate managers and supervisors to ensure quality and continuity of care. Ensures client levels of care and quantity of services provided adhere to applicable contractual obligations. Randomly audits client documentation to ensure record keeping system complies with all governmental regulations and standards.
  • Maintains and fosters positive public relations by attending local meetings and participating in community functions. Serves as program liaison and reinforces sound working relationships with funding agency representatives, local agencies, and organizations. Develops and maintains referral sources and contracts. Where applicable, support community outreach through such activities as conducting tours and speaking at events.
  • Serves as professional resource to subordinates in resolving clinical treatment or administrative problems. Investigates problems and concerns and initiates appropriate corrective actions.
  •  Maintains and enhances knowledge and expertise through appropriate educational and organizational activities. Serves on internal and external committees as assigned.
  • Other duties as required to meet the needs of clients and the agency, as assigned by the Regional Vice-President, or designee(s).
