The Vice President, Human Resources who will work collaboratively with the Chief Operating Officer, and the Senior Leadership team to plan and direct all aspects of the Agency’s human resources policies, objectives, and initiatives. The Vice President, Human Resources will implement end-to-end human resources functions to deliver talent acquisition, training, compensation, labor relations, and employee engagement that support the Agency's operational objectives, mission, and values. Builds and develops the teams and technology resources to facilitate regulatory compliance, recordkeeping, transaction processing, and analysis of workforce metrics. Identifies and explores trends in human resources to enhance the employee experience, meet evolving organizational needs and create innovative programs.

The Vice President, Human Resources reports to the Chief Operating Officer, and is directly responsible for the Human Resources department team.

The Expertise We Are Looking For


The Expertise We're Looking For

  •  Bachelor's Degree in human resources, business administration, or a related field.

  • Seven (7) years as a senior human resources representative with extensive leadership and management experience.

  • Certification from SHRM and/or HRCI in Human Resources Management.

  • Valid Texas Driver’s License and current vehicle insurance.

  • Proficiency in Microsoft Office Suite.

  • Proficiency in Paycom software.

  • Positive and enthusiastic attitude. An attentive and empathetic listener.

  • Ability to make important decisions under pressure.

  • Ability to use data to inform decision-making.

  • Strategic thinker with the ability to translate HR initiatives into organizational success.

What you Deliver

  • Collaborate with the CEO, COO, and Senior Leadership team to establish and implement HR strategic goals, objectives, and metrics that are in line with the Agency's mission and values.

  • Work closely with Senior Leaders and Program Directors to ensure that HR initiatives, including recruitment, staffing, training, retention, and development, are aligned with the organization's mission and values.

  • Partner with the General Counsel and Outside Counsel to ensure HR policies and procedures comply with all federal, state, and local laws and regulations. Stay abreast of changes in employment legislation to ensure organizational compliance.

  • Provide guidance and advice to Senior Leadership team, Program Directors, and department Directors on HR-related matters and services.

  • Develop and execute programs to enhance employee engagement, job satisfaction, and professional development. Implement performance management systems, including feedback mechanisms, goal setting, and evaluations.

  • Plan and design the delivery of comprehensive employee training on agency and program-specific policies and procedures.

  • Develop and direct the recruitment and hiring processes, ensuring the selection of qualified personnel and the success of onboarding and orientation processes to integrate new employees effectively and promote the organization's mission, vision, and values.

  • Develop and implement retention strategies to reduce turnover and foster employee engagement.

  • Support the Human Resources Committee of the Board of Directors.

  • Conduct periodic agency-wide and program-specific compensation analyses and make recommendations for improvements.

  • Collaborate with the Finance department and Program Directors to maintain appropriate staffing levels in alignment with grant and agency budgets.

  • Review grant applications and contracts for HR-related requirements and ensure compliance with all stipulations.

  • Other duties and activities as directed or required.

ADDITIONAL RESPONSIBILITIES

  • Develop job descriptions and perform periodic job description audits and updates.

  • Manage the worker’s compensation program.

  • Maintain confidentiality and privacy requirements.

  • Represent the agency in various community organizations and forums.
