QUALIFICATIONS
Education/Experience
· Minimum of a Bachelor’s Level Degree in Human Services or related field
· At least seven to ten years post-bachelor experience in Human Services with at least three years supervisor
or administrative experience.
Skills
· Demonstrated ability to work with different disciplines on administrative and direct service levels.
· Ability to be creative in problem solving techniques, organize time, prioritize tasks, and work assignments, as necessary.
· Valid New York State Driver’s license with 4 points or less to be used commensurate with program needs.
· An understanding of the Oneida/Madison County Service Delivery System, or the ability to comprehend the system such that one can function in the absence of the Chief Program Officer.
· Demonstrate those general skills and personality traits deemed necessary to meet the position's demands.
· Ability to function productively; to develop and maintain professional relationships with client, co-workers, and the larger community; within a multi-disciplinary setting.
· Demonstrated ability to communicate effectively, both orally and in written form with a high level of organization and consciousness.
· Knowledge of and sensitivity to Catholic Social Teaching.
RESPONSIBLE TO
· Chief Program Officer
MAJOR FUNCTIONS
Administrative
· Required to follow all Agency policies and procedures, and abide by those laws, regulations, policies, and procedures applicable to the program/service you are providing.
· Required to report any known or suspected violations of laws, regulations, policies, and procedures related to programs/services of the agency.
· Ensure program services are compliant with guidelines and regulations set forth by funding sources.
· Required to maintain accurate statistical records and files on program participants and activities, including but not limited to individual client records, billing records, expense sheets, purchase orders, petty cash, client funds, mileage records, staff records, regulatory reports, and CAPS.
· Receive reports of known or suspected violations and report them to the compliance officer.
· Taking no retaliatory action against employee reporting, a known or suspected violation.
· Maintain time sheets and other fiscal reports, as required by the Accounting Department, and required reporting and documentation to various funding sources and regulatory agencies.
· Assist in budget preparation and monitoring, as necessary.
· Maintain client and agency information confidentiality.
Supervisory
· Supervision and training of Residence Managers and Residential Service Programs.
· Participate in program staff hiring, performance improvement and separation when appropriate.
· Ensure regular supervision of all staff within program areas of responsibility.
· Mentor employees and lead by example.
Client/Program Related
· Be available on a twenty-four-hour basis for clients and staff, as required.
· Plan, initiate, oversee, and manage provision of services for the various programs in consultation with the
Chief Program Officer.
· Provide/arrange program (including relief) coverage, as necessary.
· Research and document program/management effectiveness through statistical complication and analysis.
· Schedule, run, and/or attend, as appropriate, staff meetings regularly.
· Attend regular meetings related to programs.
· Act in the absence of Chief Program Officer.
Catholic Charities Agency and Community Related
· Participate in and conduct training sessions, workshops, and/or conferences with Catholic Charities and the community as necessary and relevant.
· Maintain contact with community resources and organizations whose services relate to staff and program participant’s needs.
· Perform other duties with the organization.
