General Responsibilities 

  1. Implement immigration advocacy, support and community outreach program for clients in need of immigration services. 
  2. Provide intake, screening, assessment and case management to individuals and families requesting assistance. 
  3. Coordinate outreach and service needs for immigrant clients by working collaboratively with other non-profit organizations, the Diocese of Joliet’s Office of Hispanic Ministry, the Diocese of Joliet’s Office for Human Dignity, immigration attorneys, CLINIC (Catholic Legal Immigration Network, Inc.), Justice for Immigrants and other organizations working on behalf of the immigrant population.
  4. Provide ongoing training and educational support to churches, clients, schools and local organizations regarding immigration-related affairs.

Essential Functions

  1. Implement Catholic Charities, Diocese of Joliet’s outreach and immigration support program in collaboration with churches, the immigrant population and other non-profit organizations.
  2. Build, collaborate and maintain professional relationships with other Catholic Charities through the CC-USA network who have an existing immigration program.
  3. Collaborate with the Diocese of Joliet’s Hispanic Ministry Office and the Office for Human Dignity; Catholic Charities; CCI (Catholic Conference of Illinois); immigrant non-profit organizations; educational institutions; attorneys specializing in immigration law; foreign consulates; community organizations; churches; pastors; pastoral staff and lay ecclesial ministers, in order to stay current with immigration affairs and to seek best practices on behalf of the immigrant population.
  4. Develop and coordinate educational activities such as: workshops; public speakers; and host immigration attorneys, in order to help parishes respond to questions and concerns raised by both the immigrant and non-immigrant populations.
  5. Provide training to Immigrant communities (e.g. Know Your Rights, Citizenship Workshops, and Immigration Screenings) and develop workshops for the immigrant and non-immigrant population in order to build trust, create bonds, and provide opportunities to share views on immigration.
  6. Develop and maintain a resource library, and client database, both on-line and in publication for the agency and immigrant communities. The library will consist of but not be limited to the following: Testimonials, Newsletters, Calendar of events, “Know Your Rights” information, Citizenship information and resources, Advocacy resources, Information regarding deportation. This information will be shared through the Catholic Charities website, Facebook and other social media platforms, as well as with the Office for Human Dignity and Office of Hispanic Ministry of the Diocese of Joliet. 
  7.  Provide or refer interested lay leaders with targeted educational, professional development and pastoral support in immigration education and immigration advocacy. 
  8. Through regular meetings with leaders of church groups, nonprofit immigration groups, the Diocese of Joliet’s Office for Human Dignity and Hispanic Ministry support the ongoing design and implementation of programming activities with immigration service providers and partners.
  9. Prepare timely reports as the basis for programmatic outcomes. Inform the Emergency Services Supervisor and Director of Community Services of increasing opportunities and challenges concerning the immigrant support program and support management efforts as requested. 
  10. Responsible to track the number of Parishes and organizations participating in immigration advocacy programs. Also, the number of clients served, the services they received, and other basic demographics will be tracked.
  11. Coordinates and monitors the steps identified in client service plans for addressing client needs by providing case planning, short-term case management, advocacy and linkage to other community resources to individuals and families in crisis situations.
  12. Assess client eligibility for rental/utility assistance, transportation, food, medication, childcare assistance, and other social service benefits such as all eligible mainstream benefits; consulting with the Emergency Services Supervisor and Director of Community Services as needed. (Assistance with completion of necessary paperwork may be needed.)
  13. Provides immediate intervention to help clients in need meet their basic needs including food, clothing, infant supplies, household necessities, transportation, eligible mainstream benefits, utilities, and available financial assistance for which they are eligible to help them acquire and keep affordable housing.
  14. Assists with distribution and documentation of grant funds expended in the provision of homeless prevention and emergency services.

Requirements

  1. A Bachelor’s degree is preferred for this position in the area of human services or related field. All degrees must come from a regionally accredited educational institution which has U.S. Department of Education approval.
  2. A minimum of one (1) year of experience in areas of immigration advocacy and services is preferred. 
  3. Bilingual Spanish-English required. Must successfully pass a bilingual assessment.
  4. Excellent writing, public speaking, interpersonal, pastoral and public relations skills required as well as experience using social media platforms, including but not limited to Facebook, Twitter, Instagram, and YouTube required. 
  5. Demonstrated ability to work effectively and constructively with persons from all racial, diverse cultures, family systems, and social backgrounds.
  6. Proficiency in the use of Microsoft Office applications including Outlook, Word, and Teams.
  7. Passage of complete background clearance.
  8. A valid driver’s license, reliable means of transportation and proof of liability insurance is required.
