VPD Government Solutions is Hiring a Senior Federal Data Privacy Analyst Near Washington, DC

The Senior Federal Data Privacy Analyst supports privacy activities of the Office of Planning, Research, and Evaluation (OPRE) in the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF). OPRE conducts rigorous research and evaluation for improving child and family well-being. The Office oversees contracts and grants to study ACF's social services programs and the low-income and at-risk children and families they serve. OPRE includes approximately one hundred federal and contracted staff, primarily research and evaluation specialists. The Office oversees a portfolio of approximately $200 million in grants and contracts.

Position Overview:
The Senior Federal Data Privacy Analyst will assist OPRE with applicable privacy requirements, develop and evaluate privacy guidance, and help manage privacy risks. The Senior Federal Data Privacy Analyst will work alongside a Federal Senior Policy Specialist.
Responsibilities:
  • Advising OPRE staff on the application of federal privacy standards (e.g., Privacy Act of 1974, FISMA, and OMB A-130) to myriad federal data collection, storage, and sharing efforts.
  • Working with various shareholders to draft and evaluate Privacy Impact Assessments (PIAs), and other privacy assessment tools, to ensure the documentation and described activities meet the applicable privacy standards.
  • Collaborating with OPRE staff to determine the privacy risk of various activities and developing alternative language and processes when needed.
  • Tracking and responding to privacy incidents and consulting on security incidents that impact OPRE.
  • Advising on data sharing agreements, data use agreements, and other agreements that govern the sharing of data for research and evaluation purposes.
  • Providing policy advice, guidance, and training to OPRE staff on topics connected to privacy and managing privacy risk.
  • Drafting and/or analyzing Privacy Act System of Records Notices.
  • Potential opportunity to advise on higher level privacy activities, such as analyzing the OPRE privacy program for effectiveness and efficiency; developing and implementing policies and procedures to meet privacy program requirements; and developing solutions to complex and novel privacy issues that arise within OPRE.
  • Staying up to date on the applicable privacy requirements and industry standards.
Qualifications:
  • JD or comparable degree and at least 5 years' experience working in a privacy compliance role OR a bachelor's degree and at least 8 years' experience working in a privacy compliance role.
  • CIPP or another information privacy certification is preferred.
  • Expert knowledge of the federal privacy requirements (e.g., Privacy Act of 1974, FISMA, OMB A-130).
  • Experience evaluating the privacy implications of systems and projects, including third-party websites and applications.
  • Ability to quickly get up-to-speed, understand and translate complex technical writing, and effectively communicate complex concepts to various audiences.
  • Strong communication skills, including interpersonal skills and customer service orientation; written and oral communication, and ability to run effective and efficient meetings.
  • Ability to form and maintain constructive relationships across administrative staff, analyst and program staff, and technical staff
  • Strong interest in privacy and willingness to learn about the nuances of privacy law and practice as it applies to research and evaluation activities.
  • Ability to apply fundamental privacy principles to nuanced, complex, and novel situations.
  • Ability to organize and track a broad range of projects with varying levels of priority and timelines Ability to work with limited direction and exercise sound judgement in prioritizing and escalating issues.
  • Comfort working in a highly matrixed environment, both independently and within a group.
  • Ability to obtain and maintain a public trust clearance
  • U.S. Citizenship required
