PURPOSE:
Under the general supervision of the Director of Accounting, the Payroll Services Manager is responsible for all payroll functions of the University. This position plans, organizes, and manages payroll operations including the development of operational goals and the implementation of procedures and internal controls that result in efficient, sound, and customer-oriented services to the campus community. The Payroll Manager analyzes, interprets, understands and ensures compliance with applicable bargaining contract provisions, CSU policy, state and federal regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • Manages payroll operations in accordance with policies and procedures established in the State Administrative Manual, Payroll Procedures Manual, IRS regulations, Education Code, Title 5, and Trustee policy. Ensures accurate and timely processing of all payroll transactions and employee leave usage and balance information. Processes transactions, as needed. Manages the Master Payroll Certification process. Ensures the timely release and distribution of pay warrants, including the proper disposition of undelivered warrants. Manages the timely recovery of salary advances and employee accounts receivable in collaboration with the Accounting Department. Monitors data integrity in both the payroll and the human resources system.
  • Establishes and maintains adequate internal control of the payroll function, which includes documenting internal control, communicating requirements to employees, and assuring that internal control is functioning as prescribed. Ensures that established controls are not only effective but also promote operational efficiency. Researches, analyzes, recommends and implements the use of technology to improve services and operations. Responds to auditor's requests for documentation, reports, and information. Analyzes audit findings, recommends, implements, and documents corrective actions.
  • Manages the Payroll Services staff and department work flow. Hires, establishes goals, evaluates performance and provides training, coaching, guidance, and recognition to employees. Provides tools and resources (desk procedures, checklists, queries, spreadsheets, and reports) that facilitate accurate and efficient payroll processing. Ensures timely communication and resolution of payroll issues.
  • Independently initiates actions required by and implements changes directed by the Chancellor's Office in consultation with the Director. Ensures that forms and annual reports to external agencies are submitted in a timely manner. Validates, analyzes, and interprets ad-hoc management reports prepared by Payroll.
  • Provides training to the campus community. Provides employees with information and/or assistance in clarifying the application and interpretation of payroll procedures. Resolves complex payroll issues, problems, and discrepancies.
  • Maintains effective working relationships with Academic Personnel, Operations Support and Innovation, University Personnel, IT, Finance, the university community, the State Controller's Office, the Chancellor's Office, PERS, and related agencies.
Other Functions:
  • Participates in university task forces and special projects as required.
  • Performs other job-related duties and special projects as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of payroll practices and procedures; federal and state laws and regulations; internal control practices; accounting and budgeting. Ability to quickly learn the State Payroll Procedures Manual, the Personnel Information Management System and Procedures Manual, the State and University Administrative Manual, Public Employees Retirement System Handbook, Common Management System Business Process Guides, and Executive Orders published by the Chancellor's Office.
Ability to meet critical deadlines under pressure and to coordinate the work of a payroll office to meet such deadlines; explain highly complex matters in a courteous and tactful manner so as to ensure maximum understanding on the part of faculty, staff, and students; trace and correct errors involving understanding of the principles used in most computerized payroll systems; work rapidly and accurately with numbers, names, codes, and symbols; select precedent cases or situations to perform novel or unusually complicated transactions where published guidelines do not apply; proceed with a minimum of supervisory assistance and resolve most of the novel or unusually difficult pay problems without specific instructions; and to read and write at a level appropriate to the duties of the position. Ability to work collaboratively and effectively in a diverse, multicultural environment.
MINIMUM QUALIFICATIONS:
Equivalent to a Bachelor's degree from an accredited college or university AND a minimum of three years of increasingly responsible payroll transaction experience including training, supervising or providing work direction to others.
PREFERRED QUALIFICATIONS:
An additional two years of experience in payroll transaction work within the California State University System or state payroll system. Experience as a Payroll Supervisor/Lead. Experience working in a collective bargaining environment and in using a human resources information system. College coursework in accounting. Technical fluency Oracle/PeopleSoft, CSU Common Management System; Microsoft Office Professional Suite, and Google mail and calendaring programs.

  • This position will have a duty to report to the Campus Title IX Officer information pertaining to victims of sex discrimination, sexual harassment, sexual misconduct, dating/domestic violence, and stalking as required by CSU Executive Order 1095.
  • This position has been designated as a sensitive position with access to and responsibility for detailed personally identifiable Level 1 confidential information about students, faculty, staff or alumni that is protected, personal or sensitive as defined in the CSU Information Security Data Classification Standards; control over campus business processes, either through functional roles or system security access; and access to, or control over, cash, checks, credit cards, and/or credit card account information
  • This position is designated as a Campus Security Authority (CSA). The position is required to participate in training at the direction of the Clery Director and must also promptly report allegations of reportable crimes according to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, its accompanying regulations; the California State Education Code, Chapter 15.5, of the Donahoe Higher Education Act, Section 67380; and the California State University system-wide policy, Code EO 1107.
PHYSICAL ENVIRONMENT:
Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
