Job Description

Position: Human Resource Manager

Department: Tribal Administration

Salary: $68,000. - $80,000.

Status: Non-Exempt | Hourly | Fulltime (FTE)

Location: Cahuilla Indian Reservation, Anza, CA 92539

Reports To: Tribal Administrator

Summary:

Under the general direction of the Tribal Administrator, the Tribal Human Resources Manager is responsible for the management of the Cahuilla Band of Indians Human Resources Department within the Tribal Government Organization with HR Planning, recruitment, onboarding, training and development, payroll management, employee engagement, employee relations, .investigations, compliance, grievances, and other legal procedures 

Essential Duties & Responsibilities:

  • Responsible for efficiently administrating all Tribal Human Resources functions, including, but not limited to, supervising, maintaining, and enhancing the Tribe's Human Resources policies, overseeing the direction of the Human Resources Department, and implementing an internal evaluation process for the Department.
  • Oversees the operational, administrative, and strategic management of the Tribe's Human Resources programs, policies, and procedures.
  • Ensures recruitment and employment, compensation, benefits, and workers' compensation through employee relations within various HRIS systems.
  • Manage the planning and development of Insurance, Liability, and Workers' compensation.
  • Employee management and recruitment of operational functions are essential to attracting, retaining, developing, and supporting our diverse workforce and ensuring an exceptional employee life cycle experience.
  • Required to process and coordinate FMLA, Workers' compensation, EDD, DOL, Gaming, OSHA, and employment law.
  • Responsible for automated and manual record-keeping systems, employee training, policy formulation, and implementation.
  • Manage and foster positive employee and labor relations, proactively manage risk reduction, provide operational efficiencies, maintain a safe, secure, and healthful work environment, and ensure legal and regulatory compliance.
  • Ensures performance development and evaluation programs are maintained under established Tribal and Federal laws, regulations, policies, and procedures.
  • Responsible for drafting policy, process, and procedure to improve the organization's compliance posture.
  • Responsible for overseeing the day-to-day supervision, problem resolution, support, guidance, policy interpretation, and technical assistance to the Tribal Leadership, directors, managers, and supervisors regarding Human Resources issues.
  • Responsible for managing the HR Department and actively engaging with health and safety issues, including overseeing and administrating safety and health policies and committee engagement.
  • Responsible for ensuring appropriate leave of absence documentation is created, obtained, and maintained in accordance with the Cahuilla Employee Handbook and applicable legal requirements.
  • Responsible for compliance by conducting background checks, motor vehicle records, and criminal history before hiring an employee.
  • Conduct investigations into allegations of violations by investigating work-related accidents, injuries, illness, and "near misses" to discover the root causes and trends and commendations of corrective actions or policy or procedural change to prevent reoccurrences.
  • Responsible for internal investigations or coordination of internal investigations regarding employment-related matters, sexual harassment claims, employee complaints, and grievance, appeal, discipline, and termination incidents.
  • Monitor, review, and report on federal, state, and local changes to ensure the organization meets all standards required for external audits.
  • Responsible for updating any policies that may affect the organization and its employees.
  • Attend training, workshops, and conferences as appropriate.
  • Prepare and present periodic reports as requested by the Tribal Administrator.
  • Perform other related duties as required.

Required Knowledge & Skills:

  • HR Administration: 5 years experience in a tribal government organization or community.
  • HR Compliance experience 3 years'applicable federal employment laws, including the Fair Labor Standards Act, Family Medical Leave Act, Drug-Free Workplace Act, and ERISA.
  • Communication skills by conveying verbal and written information to employees, senior-level HR professionals, and the Tribal Council.
  • Computer skills: Be proficient with HR information systems (Paycom/ADP), Microsoft Excel, and other MS Office programs (Outlook, Word, Access, PowerPoint), benefit portal systems, and different packages necessary for analyzing data to support decision-making. This includes being familiar with and proficient with multiple HRIS.
  • Organizational skills must effectively prioritize assignments and handle multiple tasks.
  • Interpersonal skills, including building rapport, establishing relationships, influencing, and easily partnering with people across all levels of the organization. Strong conflict resolution, decision-making, and communication skills are a must.
  • Analytical and problem-solving skills must be naturally curious and action-oriented individuals able to conduct complex employee relations investigations, analyze incidents to ascertain root causes and perform evaluations on return-to-work cases after a leave of absence.
  • Cahuilla Band of Indians confidentiality requirement regarding employees' identification.

Physical Requirements/Working Environment/Schedule:

  • Work schedule is 40 hours per week. This is a full-time in-person position (Monday-Friday, 8:30 AM TO 5:00 PM).
  • Tasks are performed chiefly indoors in an office environment.
  • May be required to push, pull, lift, and carry up to 40 pounds.

  • Adequate hearing is required to hear/talk with all individuals and to use telephones consistently; work may require the use of a computer terminal for extended periods, some repetitive motion associated with preparing documents, and the use of a computer mouse.
  • Traveling may be required locally, within the state, and nationally. Work is performed in an office setting with some exposure to environmental stress. The noise level in the work environment is quiet to moderate. Frequent communication with Tribal employees, Tribal members, Tribal attorneys, and the public is required.

Qualifications


Minimum Qualifications: (To qualify for this position, all minimum requirements must be met by the closing date of this announcement.)

  • Education: A bachelor's degree in human resources, business administration, or a related field or an M.S. degree from an accredited college, university, or related field is preferred.
  • Certification as a Professional Human Resources (PHR), Senior Professional Human Resources (SPHR), or Global Professional Human Resources (GPHR) is preferred.
  • Alternative Qualification: An equivalent combination of education and progressive, relevant, and direct experience will be considered in lieu of the educational requirement.
  • Cahuilla/Federally Recognized Native American preference applies.
  • A qualified candidate or employee must have a valid driver's license that is acceptable and insurable through the CBOI Tribal vehicle insurance policy.
  • Tribal Government 4 years of Human Resources work experience is preferred.
  • Demonstrated ability to provide authoritative knowledge and advice in all areas of Human Resources management; experience in writing and implementing policies and procedures.
  • Experience developing and administering budgets, benefit coordination, and employee relations.
  • Knowledge and experience with HR compliance with applicable federal employment laws, including Fair Labor Standards Act, Family Medical Leave Act, Drug Free Workplace Act, and ERISA.

BACKGROUND CLEARANCE REQUIREMENTS:

  • Successfully passes background investigation under Cahuilla Tribal Gaming License or permit systems.
  • Clearance Eligibility under Cahuilla Insurance
  • Pre-employment Drug Screening
