Job Description

Under the supervision of the GIS Director, the Clerk III is a non-exempt position under FLSA. The Clerk III performs a variety of duties of a complex nature following established methods and procedures. The employee in this position processes and maintains ownership files, deed logs and computer input data to complete the records for the appraisal process. The employee performs receptionist duties to assist the public with inquires and provides information. The Clerk III works with the GIS Director to maintain mapping procedures for the county. Provides information and assistance to public on government agency programs and procedures: Explains regulations, agency policies, form completion procedures, obtain required documents.


Job Duties

  • • Enters large quantities of property ownership and addressing information into Orion with speed, maintaining a high level of accuracy, which must fall within Property Valuation Division (PVD) guidelines;
  • Updates Orion daily from recorded documents and mailing address changes;
  • Supplies parcel ownership information to the other county offices;
  • Researches legal ownership, verifies and analyzes legal descriptions, names and addresses;
  • Researches problems when there is a discrepancy from deeds, probates and wills;
  • Updates property ownership information and mailing addresses for all Real Estate parcels on time sensitive bulk mailings by the Appraiser’s and Treasurer’s Office, as well as normal daily updates requested by tax payers;
  • Updates Geographical Information on the departmental FTP site weekly, to be utilized by other Butler County cities and agencies which share data;
  • Answers telephones and provides information to callers, takes messages, or transfers calls to appropriate individuals; handles walk in traffic and greets the public; assists customers, attorneys, title companies, banks with information;
  • Fills requests from corporate and public inquires for ownership information;
  • Prepares aerial/ownership maps to scale with ArcGIS both in hard copy and digitally
  • Responds to buffer map requests with ownership information and maps;
  • Trains public and other county employees on the use of the Butler County Interactive Website;
  • Types correspondence, invoices, makes copies and files documents;
  • Prepares and processes accounts payable, purchasing, and invoices;
  • Prepares invoices and receipts payments from the public for copies and transmits funds to the Treasurer’s office weekly;
  • Prepares copies, scan and email documents, respond to email inquiries;
  • Processes daily outgoing departmental mail;
  • Coordinates the recycling with an outside firm for pickup;
  • Maintains historical deed database for updates to the Real Estate Parcel Search on Website;
  • Maintains Standard Operating Procedure (SOP) for position to ensure consistency and long-term sustainability;
  • Creates, maintains, and enters information into databases or word processing;
  • Performs other duties as deemed necessary or as required.

  • Ability to read maps, interpret legal descriptions, and interpret legal documents (ordinances, road records, and court records);
  • Ability to follow oral and written directions and good interpersonal skills are required;
  • Ability to proficiently operate a computer and other related office equipment is required;
  • Ability to reliably and predictably carry out duties;
  • Knowledge of office procedures and practices is required;
  • Knowledge of principles and processes for providing customer and personal services.

    pounds does not generally occur. Specific vision abilities required by this job include close vision, color vision,
    depth perception and ability to adjust focus. Daily activities include sustained movements of the wrists, hands
    and/or fingers in typing or otherwise working primarily with the fingers rather than the whole hand or arm is
    normal. Position has a dimension, which may lead to mental and physical fatigue.


    Additional Information

    Certificate, License: None.

    Required Education and/or Experience: One year related experience, High School Diploma or G.E.D.; or
    equivalent combination of education and experience. Employee is expected to have acquired the necessary
    information and skills to perform the job reasonably well after six months in the position.

    Preferred Education and/or Experience: Two years related experience, High School Diploma or G.E.D.; or
    Associate’s degree; or equivalent combination of education and experience.
