Bureau Land Management is Hiring a Field Manager Near Socorro, NM

This position is located in the Bureau of Land Management, in the Albuquerque District Office, Socorro Field Office.

Qualifications:

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience.


MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing technical and administrative leadership, direction, and/or motivation of assigned employees; (2) administering and/or managing multi-disciplinary natural resource programs; (3) drafting and implementing guidance materials for program areas that identify major emerging issues, options, and/or strategies; and (4) coordinating and/or interacting with Federal, State, and local government officials, local interest groups, and the public to raise awareness of resource management activities. (Note: Your resume must demonstrate how you meet this requirement, otherwise you may be found ineligible.)


TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as 'varies'.

Responsibilities:

As the primary line officer the Field Manager serves as the focal point for making decisions in a geographically based Field Office and for providing leadership, motivation, and direction, including the technical and administrative supervision of assigned employees required to implement and carry out the multiple use mission consistent with Bureau of Land Management (BLM) and Department of Interior (DOI) Policies and within delegated authority.

The incumbent must make decisions which recognize the competing uses of BLM administered lands and resources and the interests of local, Tribal, and State government, Congressional staff; stakeholder interests such as the livestock, timber and mining industries; and other diverse groups such as environmental groups, land developers, off road vehicle groups, and outfitters and guides. The Field Manager may use supervisors, self-directed work groups, teams, committees, etc., to help direct and control work.
  • Coordinate management activities in a multiple use land management framework (multiple use includes the interactions with and the influences of resource management activities, such as livestock grazing and recreation, energy and mineral development, and transportation networks).
  • Build partnerships with outside organizations, cooperatively accomplish programs/projects of mutual benefit, obtain funding, and/or administer partnership instruments.
  • Use Annual Work Plans or similar budget processes to prepare and monitor a program budget.
  • Interpret existing laws, policies, and manual instructions to accomplish a variety of technical and administrative decisions necessary in natural resource management.
