Job Title: Identification Bureau Director Department: Assistant County Manager Hiring Range: $97,503.53 - $119,848.12 Compensation Grade: 3012 Compensation Pay Range: $97,503.53 - $151,130.47 Posted Internally and Externally Job Posting End Date: April 28, 2024 Buncombe County is hiring for an Identification Bureau Director. Major projects for this role include supporting implementation of a Public Safety Inter-Operability Program, coordinating with the North Carolina Administrative Office of the Courts on a transition to the Odyssey / Enterprise Justice platform, commonly known as eCourts. This Director also supports the Centralized Data Entry Division which is responsible for the collection, maintenance, and integrity of the master names database. This database contains more than 1 million entries which support the public safety and court system. This position has an anticipated start date of early June. Initial review of candidates will begin on Monday, March 18th. This position is posted until filled and could come down at any time. Purpose of the Position The ID Bureau Director manages all department human and financial resources for concealed carry permitting, public fingerprinting, criminal fingerprint processing, and maintenance of electronic criminal records and physical warrant repository. Oversees centralized data entry division, which includes 24 hours/ 7-day delivery of a wide variety of data and record services to all law enforcement and all state and federal court agencies. Ensures continuous specialized training goals are met, specialized and technical equipment is appropriated and utilized. Creates, presents, and administers the annual budget as well as maintains operational service mandates. Acts as the liaison between county departments/offices, all law enforcement agencies, state and federal court agencies, and the ID Bureau. Directs and ensures continued agency compliance with ISO/IEC accreditation standards, performance measures, strategic/business goals, and legislative requirements. Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s degree in related field and five (5) years of experience in the management and direction of a department relevant to the assignment; or an equivalent combination of education and experience. Additional Training and Experience: Special qualifications including specialized knowledge, abilities, education, experience, or license may be established for individual positions. Experience working with stakeholders across various jurisdictions or organizations is preferred. Essential Functions: Oversee and participate in the identification activities concerned with the collection, preparation, identification, and preservation of fingerprints and other identification records. Assign, review, and evaluate the work of subordinate staff. Provide oversight for staff in multiple divisions, including a 24/7 operation. Builds the annual budget request including presenting and maintaining it throughout the year. Monitors and tracks agency expenditures and determines appropriate expenditures to meet agency goals. Presents and requests expansions and determines the scope of required reductions. Oversee the maintenance of criminal histories, mug shot records, and concealed carry permits. Oversee the operation of the DCI network and ensure that mandatory logs and records of all access to the DCI are accurate. Compile, edit and present periodic reports on all programs. Participate in creating and maintaining partnerships within the public safety sector and meet the needs of the CJIS partners and residents. Seek opportunities to partner and collaborate with other agencies. Knowledge, Skills, and Abilities: Knowledge and experience in launching programs to improve customer outcomes and experiences, including process improvement. Knowledge and experience with shift scheduling to ensure compliance and enhance productivity levels. Knowledge of Criminal Justice Information System (CJIS)/Public Safety and Community needs. Knowledge and understanding of creation, usage, and maintenance of electronic records within local Records Management System (RMS), Jail Management System (JMS), Document Management System (DM), Administrative Office of the Courts (AOC), and State Automated Fingerprint Information System (AFIS-Civil, Criminal, and Investigative). Knowledge of federal and state laws, regulations, rules, and retention schedules attendant to criminal records, concealed carry, and court ordered expungements. Possess excellent organizational skills, communication skills, and problem-solving skills.
