SUMMARY: Under the direction of the Director of Quality Assurance, the Quality Assurance Manager and Compliance Liaison performs various functions to ensure that the organizations’ quality and compliance standards are met in its program level processes. QA Manager is responsible for implementing,monitoring, and improving all program operations relating to the safety and security of Individuals served and structures and implements the risk prevention activities as required. DUTIES AND RESPONSIBILITIES:Oversee all audits, workplans, and reporting systems ensuring compliance with appropriate standards and regulatory requirements. Supports the applicable Compliance Department functions as a Liaison between the home office and the local staff.Must have the ability to communicate effectively with individuals served, team members, parents/guardians, and community contacts, Federal, State and Local Officials, and demonstrate that ability at all times.Ensure the integration and implementation of all quality assurance and compliance policies, procedures, state-specific regulatory requirements, contract stipulations and accreditations standards into a current and comprehensive subsidiary-level policy and procedure manual that is both hardcopy and electronic and consistent with the format expectations of CARFEnsures that all appropriate systems and forums are in place to foster communication, and to establish and maintain a culture of continuous quality improvement and compliance within and between programs and departments, and disciplines.Participates actively in all assigned Broadstep Committees. Chairs and/or participates actively in all assigned subsidiary-level committees according to the respective subsidiary committee policies. Oversees the process of daily, monthly, semi-annual and annual review of subsidiary performance based upon strategic plans and organizational goals.Knowledge and ability to implement all facets of the company’s Abuse, Neglect, Exploitation and Misappropriation policy, including the responsibility of being a mandatory reporter.Knowledge of all client’s rights and the ability to identify, intervene and report appropriately when observing a violation. Knowledge of the confidentiality policy and HIPAA laws, with the ability to apply the practices governing those policies and legislation at all times.Defines, articulates, and develops a strategic plan with regards to the Quality Assurance, Data & Risk Management consistent with the mission, vision, goals, objectives and format of the organization, and submits the following year’s Plan for approval. Ensures the integration and implementation of all company quality assurance policies, procedures, state specific regulatory requirements, contract stipulations and accreditation standards into a current and comprehensive policy and procedure manual. Initiates bi-weekly phone conference calls with the Director of Quality Assurance.Ensures the development and annual review of compliance and improvement of all company required operational plans.Ensures that all appropriate systems and forums are in place to foster communication, and to establish and maintain a culture of continuous quality improvement within and between programs, departments, and disciplines. Participates actively in all assigned committee and management team meetings as needed. Actively contributes to the planning and development of new programs/services that would expand, horizontally or vertically, the current service offerings, to include: (1) submission of development proposal to the immediate supervisor; (2) upon approval, initiation of program mode development; and, (3) implementation and execution of the new program services;Collects, analyzes, and produces the quality assurance contribution to the company Annual Report consistent with the vision, goals, objectives, and format of the company, and submits the quality assurance contribution.Knowledge of crisis intervention programs and be able to implement all protocols as identified in the individual’s treatment plan. Knowledge of company transportation procedures and operates all personal and company vehicles in accordance with those policies. Knowledge of company crisis/emergency plans and applies that knowledge during each test drill and actual crisis situation; and Knowledge that abuse (physical, sexual, verbal/psychological), neglect, exploitation and misappropriation and other code of ethics violations are against the law and company rules of conduct(policies). Per state requirements and company policy, staff will report immediately to the state licenser, appropriate company personnel and external contacts, and they will fully participate in all stages of an investigation pertaining to suspected abuse by staff, parents and others. Additionally, the employee must comply with any external (County, State or Federal) investigation or inspection. Staff members in the applicable state are required to. QUALIFICATIONSBachelor’s degree in Business Administration or Human Services related fields or equivalent experience; Masters’ degree preferred, and at least three 3 years of health care experience conducting QA or Compliance-related functions.Possess a minimum of three (3) years of supervisory experience (preferred); two (2) years of management-level experience required.Green Belt, Black Belt, or Lean certification (preferred).Meet all licensing requirements set forth by the respective state of operation.Strong knowledge of Microsoft Office and other databases.Outstanding communication skill, both verbally and in written form.Demonstrate exemplary performance in auditing, performance improvement skills, and multi-project management skillsPossess a valid, regular (non-probationary) state driver’s license if the individual will be driving either their personal vehicle for on-the-job purposes or any agency vehicles.Must have personal vehicle insurance that meets the minimum expectations/coverage if the employee will be driving their personal vehicle for on-the-job purposes as detailed in the PCS Transportation Policy. #NJ1
