Boston Water and Sewer Commission is Hiring a Programmer/Analyst Near Boston, MA

Employees must be Boston residents on their date of hire and for the duration of their

employment subject to BWSC policies and collective bargaining agreements

Overview

Position Purpose:

Provide professional and technical support in the application of standard computer programming procedures. Analyzes computer programming needs in order to design new programs and update existing programs.

Responsibilities

Essential Functions:

  • Define, develop, test, analyze and maintain new software applications in support of business requirements.
  • Meet with end users to define application requirements.
  • Creates reports as required; utilizes spreadsheets and databases for different departments as needed.
  • Regularly reviews applications and makes modifications and/or updates to ensure currency and functionality within established environment. Responsible for researching, designing, documenting and modifying software specifications throughout the production life cycle.
  • Produces and maintains documentation such as system requirements, designs, resource inventories, and plans.
  • Acts as a liaison to BWSC departments and vendors to adequately support the department’s computing systems.
  • Performs similar or related work as required, directed or as situation dictates.

Qualifications

Recommended Minimum Qualifications:

Education, Training and Experience:

Masters’s Degree in computer related discipline or Bachelor’s Degree in computer related discipline and two (2) years’ experience in designing, programming and testing software applications system. Knowledge of common and current programming languages; SQL Server certification a plus.

Knowledge, Ability and Skill:

Knowledge:  Extensive knowledge of computers, computer systems, and applications; Visual Studio; DevOps. Working knowledge of departmental policies and procedures. Strong aptitude to learn and implement new procedures. Working knowledge of databases: Oracle, SQL Server, MS Access, applications programming (Visual Studio, C# ASP.NET, JavaScript, SQL, Python).

Ability: Ability to communicate effectively and tactfully with customers. Composes correspondence, prioritizes and completes multiple tasks at one time with frequent interruptions. Must be able to operate a computer with moderate skills when using software programs. Manages databases and other software as required by the position. Ability to maintain and create spreadsheets and records. Ability to use telephone system.

Skill: Excellent communication skills both written and verbal. Strong customer service skills. Strong organizational skills. Moderate to advanced skills in the following: MS Office Suite, Toad for Oracle, Visual Studio, Web browsers Chrome, IE, GIS Viewer. Skill in all listed tools and equipment.

Moderate physical effort is required to perform work; tasks involve extended periods of time at a keyboard or workstation; operates a keyboard at an efficient speed. The employee is frequently required to sit, communicate, or hear; occasionally required to walk, must be able to handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move objects weighing up to 10 pounds. Vision and hearing at or correctable to normal ranges.

Supervision:

Supervision Scope: Performs various duties requiring a thorough knowledge of departmental operations, and the ability to complete assigned tasks according to established procedures and protocol.

Supervision Received: Works under the general direction of the Director of Application Development; generally, sets own daily work plan while following outlined procedures and tasks; escalates issues as necessary to supervisor.

Supervision Given: None.

Work Environment:

  • Work is performed in an office environment. Majority of work is performed in a moderately quiet work environment.
  • Operates computer, printer, telephone, copier, facsimile machine and all other standard office equipment.
  • Makes frequent contact with city departments and BWSC staff.
  • Has access to limited department-related confidential information.
  • Errors could result in delay or loss of service and have potential financial repercussions.
