Bonneville Power Administration is Hiring a Management Analyst Near Portland, OR

This position is located with Bonneville Power Administration (BPA), the Facilities Operations and Maintenance (NWF) organization within Workplace Services (NW), Chief Administrative Office (N).
A successful candidate in this position will perform a variety of analytical and evaluative work involved in providing funds control and ensuring Facilities Operations and Maintenance (O&M) comply with regulatory requirements, DOE and BPA policy, accounting, procurement and disbursement policies.

Qualifications:

SPECIALIZED EXPERIENCE REQUIREMENTS

GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized Experience for this position is defined as: Experience 1) using multiple financial accounting platforms (i.e. Asset Suite, People Soft, Access database, etc.) related to tracking budget expenditures for an organization; and 2) providing trend analysis of accounting details and work orders.

You may substitute education for specialized experience at the GS-11 as follows:
  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized Experience for this position is defined as: Experience in applying analytical and evaluative methods to provide information and recommendations regarding payments, trends, statistics and cost impacts associated with budgetary actions.

There are no specific education requirements or substitution of education for experience at the GS-12 for this position.

'Experience' refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

Responsibilities:

As a Management Analyst, you will:

  • Identify, investigate, and resolve financial and budget issues, such as financial reporting structure, business unit allocations, chart fields, etc.
  • Provide detailed analysis of work orders and accounting information to track authorized budget expenditures for the Facilities O&M program.
  • Advise the organization and work with counterparts to identify problem areas, recommend needed improvements and assist in program/project implementation.
  • Conduct studies of the effectiveness of organization budgets and financial results, with team and business partners, to determine the extent to which goals and objectives are captured and achieved in operational budgets.
  • Participate in the development of multi-year expense and capital spending level estimates and single year budgets for assigned requirements within the Facilities Operations and Maintenance programs.
  • Develop documents such as project plans that include relevant data to be used in preparing and developing budgets.
  • Review budgeting processes to provide recommendations for improvements to increase efficiency and/ or accountability.
  • Advise on the development and implementation of information systems to report, track and expedite detailed organizational budgets.
Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19.
